Mechanical Contract Manager



£18.71 per hour

Our client is looking for an experienced Mechanical Contract Manager.

Responsible for all Mechanical, Heating and Ventilation contracts (MHV) to ensure effective and efficient delivery of electrical works associated to the Corporate and Schools estates.

Development of MHV works programme and delivery to ensure compliance in line with all statutory requirements.

Effective Management of the Responsive Mechanical, Heating & Ventilation Works Budgets, using experience and knowledge to prioritise key areas to ensure no impact on Council services, premises, resources, staff and functions.

Summary of main duties and responsibilities

1. Lead on the daily financial management, monitoring of all MHV contracts.

2. Responsible for the daily negotiation with external Measured Term Contracts of any emergency ‘unscheduled works’ to ensure Value for Money is achieved at all times.

3. Financial management of all capital works budgets and revenue budgets delivered within the MHV briefs, projects and areas of work.

4. Daily responsibility for scheduling and programming all MHV works, prioritising emergency maintenance works across the Corporate and Schools estate that have any risk to life or limb.

5. Ensure adherence with the financial limits and budgetary arrangements of the directorate, including compliance with all systems set up for the recording of staff time allocation, expenditure, income and associated financial transactions and procedures.

6. Contract Management of all contractors ensuring all at all times that they comply with Health and Safety at Work legislation and other statutory legislation such as The Control of Asbestos Regulations 2012. Protecting the best interests of the Royal Borough of Greenwich.

7. Lead on the preparation of conditions of contract, specifications, bills of quantities, schedules of rates and other tender documents relating to the contract or agreement with the client.

8. Daily management of multiple external contractors and consultants delivering a number of different contracts on behalf of RBG.

9. During the construction phase of a project, to lead on weekly construction site visits.

10. Responsible for the daily management of Mechanical, Heating and Ventilation contracts and the management of any sub-contractors for within the area of the post. This includes the achievement of professional standards and the meeting of tight deadlines.

11. Commission, check and inspect a variety of heating and ventilation work, on various sites for example attending breakdowns and organising repairs.

12. Maintain Corporate Asset Management System ensuring technical records, drawings and operational modules are updated following work, advising on appropriate ease of maintenance and the conservation of energy. Training, instructing boiler attendants and others on routine inspections, maintenance and procedures.

13. Lead on the execution of all MHV contracts and agreements all specifications are met and that levels of performance, quality targets, budgetary constraints and any other objectives are achieved. These will be as agreed with client representatives, the Maintenance Delivery Manager or as necessary in meeting statutory requirements.

14. Lead on the development of CPD for MHV area of work ensuring that the Maintenance Delivery Team are kept up to date on latest knowledge of legislation (or changes in legislation) and highlight any trends that may impact on work area.

15. Supervise contractors, including site inspections, testing, negotiation for and authorisation of variations in accordance with agreed guidelines, checking quantity and quality of work done and preparation of certificates for payment.

16. Management of the Mechanical, Heating & Ventilation Engineer and encourage development of their skills through professional training, shadowing and mentoring.

17. Conduct all necessary liaisons with statutory undertakers, surveyors, inspectors or fire officers to ensure works comply with statutory requirements.

18. Answer correspondence, queries, Freedom of Information requests and deal with complaints as directed and in accordance with agreed procedures.

19. Ability to write and present reports in connection with your teams work, in a non-technical format.

20. Attend meetings with clients, customers and interested parties (including external statutory bodies such as HSE) and deal with queries as requested. Represent the Council at Court Hearings as required.

21. Provide professional mechanical, heating and ventilation advice as required.

22. Deputise for the Maintenance Delivery Manager as necessary.
