Following a recent restructure Dstl has created a new group to support the critical work we do for the defence of the UK. Business Enabling Services sits within the newly formed ‘Operational Risk Function’ and enables Dstl to effectively deliver Science & Technology safely and securely. The Function has an array of responsibilities including Operational Resilience, Security and Business Continuity which brings with it lots of exciting opportunities in an ever-changing environment.

The Specialist Security Advisor role is part of the Security and Resilience Team in the Operational Risk area of DSTL. This role is responsible for the coordination of our licence to operate baseline security assurance activities and maintenance of mandated configuration records in direct support of our security team. This role provides a service across the Dstl enterprise enabling compliant and secure operations for Dstl’s most sensitive activities and holdings. The role provides the opportunity for drawing on previous experience in the administration of baseline security controls for effective operational delivery.

This role is a key enabler for secure and compliant business delivery operations and is essential to underpin Dstl’s licence to operate. The post holder will be required to engage across a wide range of partners, developing positive and productive relationships on which to build effective security culture. The post holder will be required to apply good judgement in interpreting policy and process in a risk-balanced manner in order to maintain effective baseline controls whilst achieving the required operational outcomes. The impact of this role will be to set positive conditions to enabling increased Science and Technology output for Dstl Operating Divisions for highly sensitive operations/outputs.

This role would suit someone who enjoys working in a diverse operating environment and well-developed understanding in MoD or Dstl security regulations. An insight into the requirements associated with the control of compartmented material would be useful.

In this role you will;

- Take ownership of a range of information assets and associated processes to maintain integrity and assurance across critical baseline controls.

- Develop and agree assurance plans with relevant partners, (STRAP ICT Assets checks etc).

- Monitor, report and maintain operational assurance records including tracking and assuring any remediation and audit activities.

- Conducting internal control assurance over specialist clearance aspects including read on and read off validation.


The effective delivery of the service involves these activities:

- Support the internal control for the life-cycle management of SCIROCCO account provision.

- Support L2 assurance checks on internal control of Divisional CW Management.

- Maintain integrity of the ATOMIC Clearance database and undertake appropriate assurance testing under direction of the ATOMIC Liaison Officer (ALO).

- Maintain integrity of the Polaris Sales Agreement (PSA) and Naval Nuclear Propulsion Programme Information (NNPPI) database ensuring effective management of read-on/read-off and assurance testing as directed by ALO.

- Conduct Level 2 assurance activity of the STRAP Data Base, read-on and read-off process.

- Conduct Baseline security calculations for facilities directed by Corporate STRAPSO using the methods of Classified Material Application Tool (CMAT) /Minimum Baseline Measures Matrix (MBMM) (training on these methods will be provided).

Person specification

Essential

- Relevant experience of working in a security environment.
- Effective use of Microsoft Office suite, primarily WORD and EXCEL

Desirable

- Knowledge and/or experience of MoD or Dstl Security Regulations
- Knowledge and/or experience of working in a STRAP controlled or Compartmented security environment.
- Good interpersonal skills and stakeholder engagement/relationship management
- Evidence of effective partnership and collaboration
