You will:

  • Engage with users and stakeholders through a range of channels to encourage take-up and use of your product
  • Set measurable goals for your product and report against these to demonstrate progress against stated benefits
  • Ensure your product meets the Digital Service Standard and applies principles that help to maximise value and ensure a good user experience
  • Play an active role in the government product manager community sharing your learning and celebrating progress made by other people and teams

The role will be to manage the team undertaking a discovery and alpha exercise that will identify:

  • Who the users of a central (national) register of planning applications are, and what are the key user needs that we should aim to address in the form of user stories
  • What the key data needs are from a central register, working closely with the existing Digital Land Services team
  • Technical options to create a central (national) register of planning applications (see Budget 2017 announcement)
  • Technical options to 'aggregate a disaggregated set of data sets' - including how to apply this to locally published planning applications data, and to other datasets such as from local plans, Neighbourhood Plans, CIL/S106 records, Annual Monitoring Reports (AMRs)
  • The route to implementation, setting our what is required to take the development of a central register from Discovery/Alpha to something that can be used publicly

In the discovery phase we need to understand and map out the user journey. We are aiming to find out:

  • who our users are
  • our users' needs and how we're meeting them, or any needs we're not meeting
  • which services currently meet our users' needs and whether they're government services or private sector
  • how we'd start developing a new service if the discovery finds there's a user need for one
  • the people we need on our team for the alpha phase
  • what the user journey for someone using our proposed service might look like
  • how to meet government accessibility requirements
  • how we might build a technical solution given the constraints of our organisation's legacy systems
  • the policy that relates to our service and how it might prevent us from delivering a good service to our users.

Experience Required:

  • Experience of product management with a passion for shipping and evolving great digital products by leading multi-disciplinary teams
  • Experience of creating, maintaining and prioritising product backlogs to direct the work of a delivery team
  • Experience of engaging with users and turning user insight into product improvements
  • Familiarity with setting, monitoring and reporting measurable product performance targets
  • Familiarity with a range of agile delivery techniques and tools
