Procurement Business Partner – NHS

Location – Derby

Duration – 6 months

My client is looking to engage a Procurement Business Partner to lead the NHS England Specialist Commissioning Team within Arden & GEM Procurement and Market Management.

Accountabilities: Procurement Business Partner

* Act as the lead for the NHS England Specialised Commissioning Clinical Procurement and Market Management procurement service, to deliver the required objectives through effective influence and securing commitment from customers
* Develop the NHS England Specialised Commissioning team to deliver the required projects to time and budget
* Operate with a high degree of autonomy for financial and operational decision making, providing support to senior members of their team on complex issues, as well as supporting strategic decision making by the customers, to help fundamentally shape long term financial, service strategies and service provision
* Interpret overall health service policy and initiatives to aid the customer to determine appropriate market intervention strategies
* Developing and delivering an aligned programme of market analysis, prioritising areas of care and pathway stages with the customers, that meets the commissioning and improvement priorities of its customers
* Shaping the knowledge and understanding across the customer and the wider commissioning landscape on market testing and emergency political, legal or regulatory risks
* Identifying the market intelligence requirements to support NHS England Specialised Commissioning and other stakeholders in developing and implementing systems to store and analyse the information, according to the requirements of each service and the organisation. Undertaking updates on a regular basis
* Provide key market development intelligence to inform and support customer strategic planning cycle
* To deliver a strategic clinical procurement and market management service for customers, leading on specific projects within a portfolio of projects/programmes that delivers high value, improved patient care and cost efficiency savings
* Work on collaborative procurement projects across a diverse range of stakeholders, including clinical leads to meet key milestones and performance indicators
* Overall responsibility for work planning and allocation of resources across the NHS England Specialised Commissioning clinical procurement support team. Ensure all procurement activities operate in full accordance with legal (EU legislation, DH policy) environmental and sustainability requirements
* Act as the advisor for the organisation and potentially its key stakeholders and/or partner organisations on all aspects of procurement
* Work with all internal departments to pursue procurement excellence through the implementation of efficient and effective procurement projects within key markets
* To deliver in line with key performance indicators and project/programme milestones, meeting all customer objectives and produce significant results within key markets
* To develop strong customer/stakeholder relationships to ensure project compliance and appropriate specialist input into the successful delivery of procurements and any service improvement
* Use robust data for research to analyse project specific outputs and support the effective delivery of a procurement or service improvement
* Carry out appropriate market analysis to identify current market performance, identify the main features of the market, including the characteristics of the demand and supply sided of the market
* Use analytical skills and all available data to identify the appropriate market intervention strategy to deliver the required improvements in patient care and identified project objectives
* Systematically monitor, develop and manage barriers for entry and manage/define possibilities for expansion and new entrants
* To effectively manage sourcing and procurement processes that translates into robust procured projects that comply with procurement guidance and European and National legal frameworks
* To ensure all procurements result in legally compliant projects and are developed in accordance with national guidance
* Provide specialist procurement expertise and product/service specifications to ensure procurements and supply chains deliver optimum service delivery, incorporating best risk management philosophies
* Develop relationships with strategic providers to maintain service delivery performance and maintain a good working knowledge of changing market conditions

Essential Experience/skills

* Procurement experience
* NHS or Public Sector experience
* Prior experience as a procurement lead with a team of 3 to 4 members
* Products of health services
* Stakeholder management
* Understanding of current NHS strategies
* Policies and procedures
