The role:

Our client has a fantastic opportunity to join their organisation as Data Quality Manager, this position reports to the Head of Performance and Planning. The purpose of this role is to develop and embed a data governance framework that ensures effective data management across the organisation and results in great quality data being available and enabling business decisions.

Key Accountabilities:

* Manage an organisation wide Data Governance and Quality Programme.

* Develop, maintain and evolve our client’s Data Governance Framework (DGF).

* Develop targets for achievable data quality standards, and define measures and metrics to monitor and demonstrate the business value of data quality initiatives. #

* Evaluate data quality risks and mitigations, regarding regulatory or statutory compliance, and propose remediation plans.

* Lead, support and mentor a matrix tram of data stewards who are accountable for ensuring the improvement of data capture and quality.

* Plan and oversee the implementation of data capture and cleansing activities, adhering to our client’s risk, change and service management frameworks.

* Identify and negotiate business rules and system changes to improve, maintain and enhance data quality.

* Develop and deliver regular reports on the quality of our data and the progress of the Data Governance and Quality Programme.

* Raise awareness and provide learning and development opportunities to promote a culture of an effective data management.

* Maintain a good understanding of the industry including best practice guidelines, technology developments, and models and frameworks from external bodies

Nature and Scope

Our client is driving the improvement of its data through the development and implementation of a comprehensive Data Governance Framework (DGF). The DGF has five primary objectives, to:

* Ensure that data strategies and improvements fully align with our client’s current and future business drivers and goals

* Ensure that all critical data and information is clearly owned by named individuals who have direct responsibility for improving its value

* Drive up the quality of data to ensure it is fit for business purpose

* Ensure data improvements deliver measurable business benefits by contributing to revenue improvement, supporting operational efficiencies, and ensuring compliance with legal & regulatory requirements

* Help develop an organisational culture where all people value data as a business asset and have the skills and expertise to contribute to its continuous improvement.

The Data Quality Manager’s central purpose is to lead the delivery of these objectives. As this is a new role for our client, the post holder will have the opportunity to shape and lead the DGF, beginning with the design and introduction of the framework itself. Change and risk management is an essential part of this role, as well as critical thinking and problem solving.

The first six months of this role will see the post holder implement the framework across the business and initiate a programme of data quality enhancement and control. Going forward, this role will measure and manage the Data Governance and Quality Programme, leading and motivating a team of data stewards to achieve improvements in data capture, quality and standards.

This role is seen as critical to the success and viability of the DGF. As such, it requires an individual who is highly motivated, self-reliant and who has a proven track record of successful change management within a significant organisation. Excellent influencing and negotiation skills are required, and experience of creating informative and engaging communication plans would be an advantage.

Finally, the post holder must have extensive knowledge and experience of the methods and technologies that support and underpin data management improvement and data governance. They will need to consult with and advise relevant stakeholders to determine an acceptable balance of service, governance and risk that will deliver desired outcomes.
