Charities Evaluation Services (CES) is an award-winning national charity with 23 years experience in helping voluntary organisations, social enterprises and funders to improve their effectiveness.

Every year their team of experts help over 1,000 organisations to achieve more, and better demonstrate the impact and quality of their work. They do this by providing consultancy, training, independent evaluations and tailored services.

In 1997 CES created PQASSO, the leading quality standard used by over 15,000 organisations in the third sector. Organisations can also apply for the PQASSO Quality Mark, a nationally recognised award endorsed by the Charity Commission that offers users as well as commissioners and funders, external verification of the quality and credibility of an organisation.

CES is passionate about nurturing the whole of the UK third sector: from the volunteer-led self-help group to the largest federated charities our tools, techniques and expertise apply equally to them all. With CES supporting them, they really do achieve positive changes for the causes they serve and better demonstrate the outcomes, impact and quality of their work.

The role:

The Treasurer is a key trustee and is one of the three honorary officers for CES along with the Chair and Vice-Chair of the Board. The Treasurer is expected to guide the Board through all financial matters and make recommendations accordingly. As well as being present at board meetings, the Treasurer is also the Chair of the Finance and Resources Subcommittee, CES’ only subcommittee.

The charity has set a number of ambitious targets for income and expenditure for the next financial period. In particular CES will increase income from evaluation consultancies and an increased number of PQASSO Quality Mark awards.

  • Improving the effectiveness of the third sector. These will include large, medium and small organisations, federated organisations and infrastructure support agencies.
  • Work closely with a growing number of funders so as to improve their funding practice and support their funded organisations to embed effective monitoring and evaluation and quality systems at the heart of their work.
  • Seek to influence commissioners to consider framing the outcomes that they seek to purchase effectively.

The Treasurer will be expected to proactively look at the financial stream of income and expenditure to make projections on various funding avenues for the charity to explore.

Main duties and responsibilities:

  • Maintaining an overview of CES’ financial affairs, its financial viability and that proper financial records and procedures are maintained.
  • Oversee the drafting of, and giving initial approval to: budgets, accounts and financial statements prior to their presentation to the full Board.
  • Being assured that the financial resources of CES meet its present and future needs.
  • Ensuring that the charity has an appropriate reserves policy and ensuring that the charity has an appropriate investment policy if required or desirable.
  • Advising the Board on the financial implications of CES’ strategic plans.
  • Monitoring any investment activity and ensuring its consistency with CES’ policies and legal responsibilities.
  • Ensuring equipment and assets are adequately insured.
  • Ensuring that the accounts are prepared and disclosed in the form required by funders and the relevant statutory bodies, for example the Charity Commission, OSCR and the Registrar of Companies.
  • Contributing to the fundraising strategy of CES where appropriate.
  • Chairing the Finance and Resources Subcommittee which meets on a quarterly basis. Its remit is to make recommendations to CES’ Board of Trustees for ratification in areas including management accounts, cash flow, investments and general resources including CES’ buildings.

Person specification:

  • Substantial experience of financial management in the third sector and/or be a qualified accountant with an interest in the sector.
  • Must not be ineligible to serve as a trustee (further information available).
  • An understanding and acceptance of the legal duties, responsibilities and liabilities of trusteeship.
  • A commitment to CES and willingness to devote the necessary time and effort
  • Strategic vision.
  • Good, independent judgement.
  • An ability to think creatively.
  • A willingness to speak his or her mind.
  • An ability to work effectively as a member of a team.
  • Adherence to Nolan’s seven principles of public life: selflessness, integrity, objectivity, accountability, openness, honesty and leadership.

Time commitment

There are 5 board meetings per year, each lasting roughly 3 hours in length. The subcommittee is chaired by the Treasurer and meetings take place 4 times per year, roughly 2.5 hours in length. The Treasurer is also one of the charity's honorary officers; honorary officer meetings take place quarterly and are 1-2 hours in length. Additionally, there is an annual staff and trustee day in the summer which is an all-day event. The Treasurer in particular often works with the Head of Finance on an ad hoc basis regarding financial matters.
