The Procurement & Contract Officer is responsible for delivering a high quality and cost effective procurement and contract management service in order to maximise on-going efficiencies and savings through robust procurement and contract management practices, which comply to internal Financial Procedures, Financial Regulations, the Procurement Strategy and all other appropriate policies including relevant EU and UK legislation.

Responsible for obtaining and evaluating exception forms, quotations, raising orders, supplier notifications, chasing suppliers, and providing advice and guidance on commercial terms and conditions
Develop specifications and tender evaluation criteria with clients, ensuring compliance with legislation, European Directives and in accordance with best practice. Translating client's needs into specifications and ensuring clients understand the implications
Support the Procurement and other teams in the management and delivery of Low to Medium Risk / Value projects as well as supporting Medium / High risk / value project delivery
Provide expert procurement and contract management advice and commercial support through to delivery of end to end management of the procurement process
Project Facilitation and Support in the delivery of consistent and leading procurement
Manage and maintain supplier records and project auditability
Coordinate and apply best practice purchasing procedures and techniques, ensuring compliance to Public Sector Purchasing Regulations
Assist the Category & Business Service Managers in the procurement, budget management and relevant administrative functions as necessary, developing and maintaining good relations with business service teams and promote the principles of good procurement and contract management practice
Management and maintenance of Contract Agreements and asset management database including contracts, licences and maintenance agreements, and provides associated relevant and timely information to colleagues on pending changes or renewals within the timescales of each contract. (E.g. renewal dates, renewal costs)
Processes all enquiries, liaises with external suppliers, undertakes soft market testing to support preparation of procurements, negotiating best price and delivery, progress chasing where necessary
Ensures compliance to administrative processes and procedures, specifically: EU procurement regulations, budget management and administrative functions
Proactively reviews the processes and procedures of the department and makes suggestions in order to improve the service
Manage communications with stakeholders to ensure they are informed, and project tasks are undertaken in line with overarching project plans and key milestones
Manage engagement and communications with stakeholders, both active participants and interested parties, spanning the relevant or spend area as well as Finance, Legal, People Team, IT and others as required, to ensure they are informed, and project tasks are undertaken in line with overarching project plans and key milestones
Promote the Procurement Policy and supporting processes, procedures and procurement commitments to ensure a good understand spanning all stakeholders
Deliver robust analytical insights and evaluation outcomes Profile

MCIPS qualified
PCR 2015 knowledge and experience
Experience dealing with customers, handling queries and providing advice and guidance
Experience of using large spreadsheets and databases Experience of Hardware and Software Asset Management systemsJob Offer
