The Highways Service is responsible for 1900 km of adopted road network as highway authority and permit authority for the discharge of statutory functions in relation to the above, including the traffic manager function. With a large schedule of major highway, public realm schemes and mass transit as well as large scale inward investment from Network Rail and utilities, the challenge is to support and coordinate delivery but balancing the needs of the community, business and other stakeholders in relation to the disruption and delay. There is a strong focus also on the road network across West Yorkshire with a requirement to work with colleagues from across the region and the West Yorkshire Combined Authority to deliver the recently awarded funding to progress the WY City Region Sustainable Transport proposals. The department comprises of currently 25 staff delivering TMA permits, Highways Act, forward coordination and events/activities on the highway, highways registry and local land charges/search functions.
You will:

* Lead teams of managers and professional staff in managing the operational delivery of a number of functions to ensure that core objectives are met and statutory duties are discharged. Ensuring that the teams are supported in the implementation of the service's change programme including new IT systems and ways of working to ensure performance and value for money are achieved.
* Lead, motivate and inspire staff and partners to deliver objectives to a high standard, demonstrating value for money, providing challenge, support and minimising risk particularly at a time when the service is undergoing change.

* Lead on the Network management and the traffic manager function for the council. The TMA permit scheme and works promoter performance. Investigate how performance can be further improved, delay and disruption minimised which could include the option to progress a lane rental scheme. Will also include supporting the delivery of the Transpennine upgrade to the main rail line through Kirklees as well as development of a mass transit system which will have a major impact on the district over the next few years.

* Work in partnership, internally, externally, regional and nationally to develop and implement strategic aims. This will include progressing with West Yorkshire colleagues, the development plans to strengthen the regional approach to the network management duty and the West Yorkshire Key Route Network.
