AECOM are seeking to employ a leader in the field of secondary consents for major infrastructure projects. The consenting process for major infrastructure projects can encompass consents on a range of associated matters, for example compulsory land purchase, highways orders, planning permission for associated development, marine licences, environmental permits, listed building consent, and required way leaves - these are often called secondary consents. We are looking for someone to develop and lead a team who will work with designers, contractors, environmental specialists, planners and consenting authorities to ensure these consents are programmed and delivered as part of major infrastructure delivery. You will be part of the Environment and Sustainability business unit within the Environment and Ground Engineering Division (E&GE). This new position is driven by a growing need to support clients including HS2 Limited, Network Rail and National Highways on projects consented via Hybrid Bill, Development Consent Order, and Transport and Works Act Order. As the lead for secondary consents within E&GE, your responsibilities will include: leading secondary consenting procedures; quality assuring deliverables; developing our portfolio of secondary consents projects; growing the secondary consents team through external recruitment and internal staff development; mobilising internal resources to fulfil opportunities; liaising with colleagues including senior managers to apprise them on progress in developing the service; and participating in internal business development forums.
As the Secondary Consents Lead, you will have a strong understanding of the different consenting regimes in the UK and Ireland as well as the requirements for discharging planning conditions, ensuring compliance with legal agreements, and delivering environmental mitigation. Your team will work closely with designers, contractors, environmental specialists, and planners to identify, programme, and deliver the necessary consents. Your background will mean you are comfortable engaging with internal AECOM colleagues across a wide range of disciplines and the full range of external stakeholders to prepare the consents-related information and submit successful applications.ABOUT US

We lead on projects consented through the Town and Country Planning Act 1990, Planning Act 2008, Electricity Act 1989 and the Transport and Works Act, although we only require experience in one of these regimes as training and support would be provided.ABOUT THE ROLE
You will support senior staff on the delivery of consents for large scale projects and, at a senior consultant level, manage smaller applications. You will work collaboratively across our network of offices with architects, engineers, environmental specialists, economists and other professionals to develop high-quality projects. Specifically, you will:
- Carry out planning policy reviews and planning history searches to feed into the design of a scheme and develop planning application documents.
- Assist in the management and successful delivery of planning applications, including coordinating multi-disciplinary teams across various project types.
- Provide planning advice to colleagues and clients including the application of permitted development rights
- Write Planning Statements and Design and Access Statements for planning applications
- Liaise with our Environmental Impact Assessment team and help guide development of projects that minimise impacts and deliver environmental benefits
- Contribute to the preparation of successful commercial tenders
- Assist with project management, and implement quality and health and safety principles.
- Carry out planning research and analysis and assist with the identification of planning risk
- Participate in internal and external meetings including community consultation events.
The successful candidate will be expected to undertake the following roles and responsibilities:
- Work with planning, environment, design and contractor teams to lead secondary consents on major projects and programmes.
- Develop and establish a market leading secondary consents team.
- Lead on work winning activities and client engagement to continuously improve our service offering for our clients through business development initiatives.
- Engage and support multi-disciplinary proposals, working with the various teams to ensure an integrated consents focused approach is developed.
- Manage and oversee the technical and financial delivery of the secondary consents workstream, including engagement with environmental experts, planners, designers, contractors and consenting authorities.
- Manage technical specialists in the preparation of consents submissions.
- Manage and mentor more junior staff and take line and ultimately team management responsibility.
- Demonstrable experience of secondary consenting in the infrastructure sector.
- MRTPI, MIEMA or similar professional chartership (or being able to demonstrate that you are working towards this).
- Experience that could include Hybrid Bill, DCO, Transport and Work Act Order, Town and Country Planning and/or other relevant consenting regimes.
- Excellent problem solving and time management abilities.
- A track-record of successful client engagement and business development.
- Passionate about growing the business, highly motivated and able to work with limited direction.
- Excellent communication, team and people management skills.
You will need a good first degree and, ideally, a second degree in a relevant subject, for example, planning or environment. Ideally you will have chartered status with a relevant professional body or demonstrate you are working towards this status, as well having significant experience of working in infrastructure consenting, including secondary consenting.
