Our local authority are looking for a Finance Team Manager to join their team on a temporary basis.

Core responsibilities:

* To manage designated areas of the Council's finance function including, but not exclusively: annual budget, council tax setting, Statement of Accounts, statutory reporting, insurance, treasury management and financial and capital accounting in accordance with national legislation, council policies, practices and timetables

* Provide dynamic and positive leadership in managing the staff allocated to the post and within the wider Finance Service where staff not within own line management are responsible for assisting with the delivery of areas of designated responsibility

* To ensure that officers and members are provided with high quality strategic advice and direction on financial strategies, policy, standards and practices, enabling services to make timely and well-informed decisions in the knowledge of the impact those decisions will have financially on the council

* To lead on financial input, business modelling and risk assessments for business cases, asset management decisions and the project life cycle in respect of finance such as delivery model appraisals, prudential borrowing assessments, funding bids etc.

* To lead the finance team to produce the annual financial report on time and with an unqualified audit opinion, managing the audit process and acting as key contact for the Council

* Lead a financial and system control and exchequer services that provides an efficient and effective financial management system along with strong internal financial control

* To develop an excellent financial management culture where there is collective responsibility for financial health and support the delivery of value for money services, including reporting on benchmark information and key cost drivers and ensure the council's leadership are financially skilled

* To undertake strategic analysis and contribute to the development of the annual and medium-term financial plans (including the 30year HRA Business Plan) across the council ensuring they reflect the council's priorities

In the role of Finance Team Manager it is essential that you can answer yes to the following criteria:

1. Are you eligible to work in the UK?

2. Are you a CCAB qualified accountant or equivalent?

3. Do you have experience of budget preparation on both revenue and capital budgets?

4. Do you have extensive experience of financial management in Local Government or similarly controlled setting?
