Reed Talent Solutions are currently working with a Bicester based NHS Trust to recruit for a Head of Procurement on a permanent basis. The post-holder will provide active and direct support to the Director of Finance in relation to corporate and operational strategy, policy and decision making within the NHS Trust

Role Information

Key Responsibilities
  • Lead the procurement department in the provision of high quality procurement services, in accordance with Trust objectives, delivering innovative, effective and sustainable solutions for the Trust
  • Manage the Procurement and Logistics function of the Trust, overseeing and ensuring the delivery of best procurement outcomes across all divisions, leading, co-ordinating and facilitating the procurement decision making process in accordance with European Public Procurement Legislation, Standing Financial Instructions and Standing Orders
  • Liaise with the Assistant Director of Finance to reviewand deliver procurement requirements for the Trust within budgetary restraints, driving forward the delivery of a high quality service, maximising value for money and strategic cost savings
  • Act as Trust lead in relation to all major procurement exercises, liaising with Senior Managers to ensure Trust requirements are met, holding membership of appropriate internal working groups
  • Responsible for developing and implementing procedures which ensure the effective and economic disposal of all surplus or obsolete goods and equipment, including the measures related to Waste Electrical and Electronic Equipment and the disposal of clinical waste, in accordance with current protocols and national legislation, ensuring that operational planning related to these operations is effective and efficient
  • Evaluate commercial opportunities, set departmental priorities, lead high level negotiations (some of which will be highly sensitive or commercially confidential) and to co-ordinate all related departmental activity, developing and maintaining appropriate relationships with key suppliers and stakeholders
  • Participate in meetings arranged locally and regionally with stakeholders, and partner organisations as required, supporting the senior management team in the development of procurement and logistics services, representing the trust appropriately within the remit of this role
  • Manage the departmental financial budget, effectively managing resources and expenditure and exercising financial control in compliance with Standing Financial Instructions and undertaking benchmarking exercises in order to identify savings opportunities
  • Ensure that the Trust's policies in relation to Equality and Diversity are central to the working ethos of all staff

Essential Criteria
  • Masters level or equivalent qualification
  • MCIPS (Membership of the Chartered Institute of Purchasing and Supply) or MBA or equivalent professional experience
  • Demonstrates expert knowledge of Contract Law
  • Demonstrable experience of successful line management within a similar working environment, where the management of high value or complex contract management was undertaken
  • Demonstrate a good working knowledge and practical experience of using various IT data bases and stock control systems, finance packages, Excel, Outlook, windows etc
