Programme Manager - Early Intervention & Prevention
This role will initially be for 9 months at a maximum day rate of £800 outside IR35.
The Early Intervention & Prevention Programme Manager will report to the EI&P Programme Director and will provide senior leadership to define, oversee and coordinate the multiple projects and workstreams that are underway / planned / to be initiated to deliver the Council's Early Intervention & Prevention agenda.
Multiple projects and workstreams are / will be progressed / initiated. This role will ensure these are designed and delivered as a cohesive and integrated programme of work that supports and drives Early Intervention & Prevention and delivers agreed outcomes to time / cost / quality standards.
The Programme Manager will:
* Work with the Programme Director and other key stakeholders to design and deliver the programme approach / structure / governance / plan / resourcing.
* Oversee and coordinate the work of both the Strategic Partner and colleagues across the council to deliver agreed outcomes.
* Ensure delivery of the EI&P TOM and Full Business Case by December 2022.
* Ensure mobilisation and delivery of the accelerator projects.
* Establish appropriate governance and reporting arrangements to ensure accountability and visibility of EI&P within the Council, and also ensure this reporting fits with corporate programme monitoring arrangements.
The successful candidate will:
* Have significant subject matter expertise and experience in undertaking similar transformation roles in Local Government.
* Understand the benefits and opportunities available from adopting an Early Intervention & Prevention model.
* Have significant experience in, at least, one of the main services in scope.
* Have demonstrable success of working with a blend of internal and external resources to deliver outcomes.
* Understand how to drive and embed change at all levels within an organisation.
* Have a proven ability to effectively engage and deal with stakeholders at all levels in the delivery of programme outcomes. Proven experience of elected Member engagement will be essential too.
* Bring a structured programme management approach with appropriate rigour.
* Bring clarity and pace to programme delivery in a complex environment
