The Commercial Risk & Resourcing Lead is responsible for Resource & Demand, Cloud Governance & Cost Optimisation, Risk Governance and Assurance, and vendor strategy and frameworks.

The successful applicant will be required to drive strategic development of these core operational functions, including our vendor and contract management systems, and processes and controls within the Digital Services division. They will represent Ofgem as a key point of contact for third parties, driving development of these relationships. They will work alongside various IT teams (IT Operations, IT Finance, Business Analysis, PMO, Delivery) and wider Corporate Service Procurement & Finance, HR, Assurance, DPO and Legal teams to deliver the best value, and ensure Governance frameworks aligned to best practice.

Ofgem is a non-ministerial government department and an independent National Regulatory Authority. Our principal objective is to protect the interests of existing and future electricity and gas consumers. We do this by promoting value for money, promoting security of supply and sustainability, for present and future generations of consumers, domestic and industrial users, the supervision and development of markets and competition, regulation and the delivery of government schemes. We work effectively with, but are independent of, government, the energy industry and other stakeholders within a legal framework determined by the UK government and the European Union.

We are building a Digital, Data and Technology (DDaT) driven organisation at Ofgem and will lead industry by showcasing best practice when dealing with data, digital and technology in the energy sector. Our more modern, insight-driven, innovative approach to Digital Services will provide outstanding experiences at the right cost, quality and pace for the whole of Ofgem and ensure consumers receive a top-quality and cost-effective supply of energy. This role sits within Business Operations and will be responsible for driving performance and establishing Governance across key functions integral to Digital Services.

Responsible for the delivery of Digital Services vendor contract management; co-ordinate and streamline all activities related to contract management and renewals, including, adherence to renewal timelines, and ensuring streamlined processes are in place and effective.

Specifically the role-holder will:
Lead, manage and shape the vendor and contract management strategy and governance and associated risk profiles. Lead multi-disciplinary areas to establish the correct vendor and contract management strategy and framework across variety of accounts (gold, silver, bronze) across our Ofgem technology portfolio.
Accountable for the management of the contractual and commercial arrangements with Vendors, ensuring that services are delivered in line with the agreements whilst leading contractual and commercial engagements.
Provide direction and oversight of resolution efforts when issues or contractual disputes arise. Lead resolution efforts and provide regular and concise updates.
Develop, implement and monitor vendor improvement plans where applicable.
Collaborate with stakeholders to advise on tenders, working with Procurement to conduct and negotiate to get best value, and ensure fair competitions and best performing partners for Ofgem
Accountable for the evaluation and management of risks on solutions for Vendor Management; to ensure that all risks and associated controls are identified, fully and accurately recorded, reviewed and assessed.
Hold staff to account for adhering to the Vendor Management framework and governance.
Manage and develop the Vendor Management strategy to proactively manage both internal and external supplier relationships to allow OFGEM to extract maximum business benefit and costs efficiency of services provided.
Direct, lead, coordinate teams to manage vendors and third parties across projects.
Apply best judgement ability to work together as a team and independently
Manage SLAs, contract lifecycle, performance, evaluating performance; renegotiations of contracts; KPIs, dashboards, and co-ordinate and oversee the tracking of contract level spend in tandem with contract managers, performing the tracking on critical contracts as necessary, including cross-charges
Show a commitment to user-centric service delivery.

Responsible for performance and development of the following functions:

Resource & Demand, including evolving ways of working and ensuring adequate and accurate resource forecasts and reporting, created and communicated in line with good practice and project timelines / PMO requirements, always with a view to continuous improvement, automation, and customer-centric services.

Risk, Governance and Assurance, including timely and effective response to audit requirements, and robust development of ways of working with the DPO, including developing the framework for information asset management within Digital Services.

Cloud Governance & Cost Optimisation including ensuring adequate governance to prevent unknown / uncontrolled spend, accurate automated and real-time customer reporting, adequate tools, and processes, and at all time visibility of cost.
