Description:

The Financial Modeller will assist with the production of financial artefacts and undertake financial evaluations to support the End User Services (EUS) Tender Phase and subsequent IAC Submission.

Minimum Requirement:

The Financial Modeller will assist with the production of financial artefacts and undertake financial evaluations to support the End User Services (EUS) Tender Phase and subsequent IAC Submission.

Essentials

• Advance Excel Skills

• Ability to take a range of complex information analyse it and make clear recommendations

• Experience creating and maintaining cost models.

• Full/part qualified Accountant or relevant experience (would also be considered)

Key activities to include:

1. Provide SME financial support to the Tender Phase which shall include as:

a. Undertaking deep dive financial analyst across all areas of the EUS tendered Bids for 1st and 2nd Round position;

b. Review of Whole Life Cost position of all bids;

c. Identification of GFX through system requirements/bidder reviews and the costing of Authority Dependencies and Assumptions (GFX);

d. Identification of authority risks and providing the Basis of Estimate to support the costing of Authority risk through ARM;

e. Undertake the financial evaluation of bids and associated updated through AWARD.

f. Support the planning, identification, and cross functional reviews of the financial lines to support 1st and 2nd round negotiations.

2. Provide SME financial support to the production of financial artefacts required for the EUS FBC submission.

3. Provide support in identifying and articulating EUS Benefits.

4. Provide SME financial support in the creation of the EUS Assessment Phase Review Note and any subsequent Base Evolve submissions:

a. Create the Assessment Phase Review Note Cost Model;

b. Identification of GFX through system requirements and the costing of Authority Dependencies and Assumptions (GFX);

c. Identification of authority risks and providing the Basis of Estimate to support the costing of Authority risk through ARM;

d. Review of Finance activities identified within the Schedule for Assessment Phase activities and review of SRA output;

e. Draft of Financial Assurance Statement to support the Review Note;

f. Robust Cost Data Assumptions List (CDAL), containing:

i. quantified three-point estimates against an appropriate breakdown structure;

ii. the CDAL is required to be underpinned by an auditable evidence trail at an appropriate Data Readiness Level (DRL); and

g. Financial Support to create financial artefacts required for the Review Note submission.

5. To use appropriate accounting treatments (escalation, VAT, foreign exchange, indices etc.) endorsed by the appropriate department and B2 Approvals within Cost Models and Financial analyst outputs. To provide appropriate breakdown of forecast costs and associated briefing material in line with JSP 655 when required.

6. Provide support to the independent assurance requirements which shall include as a minimum:

a. Verification and Validation (V&V) evidence;

b. Optimism Bias and

c. Cost Assurance and Analysis Service (CAAS) Assurance Team Financial artefacts.

7. Provide support in the stakeholder Management engagement for the submission which shall include as a minimum:

a. supporting the engagement with assurance and scrutiny communities

b. supporting Authority Management Reviews relating to cost.

Desirables:

• Experience of modelling and evidence requirements to support CAT A/B submissions
