Responsible for the management of strategic Procurement activity and other bespoke procurement / strategic projects within the Trusts supported by the Intergrated Supplies and Procurement Department throughout the Integrated Care Systems (ICS's), ensuring compliance with the ISPD Procurement Policy, EU Legislation, UK Law and relevant Trust Standing Financial Instructions.

Effectively lead elements of the Strategic Procurement Team in delivery of all relevant objectives and influencing / managing the host Trust and other customers'
To take the corporate lead on identified commercial issues and key commodity areas providing accurate, timely and up to date advice to the Director of Procurement
Responsible for providing professional procurement advice on often sensitive commercial issues to senior managers / clinicians within the ISPD multi-ICS footprint, ensuring all advice conforms with EU / UK Procurement Directives and other legislative requirements
To manage highly complex negotiations with suppliers on behalf of all parts of the wider health economy under the ISPD remit managing their disparate needs and balancing conflicting demands and timescales from the Trusts receiving the service
To be responsible for identifying, promoting and implementing, in conjunction with divisions and directorates, opportunities and initiatives for cost improvements relating to procurement activity. This will include initiating and implementing improvements in demand management and operational activity which will have a positive impact on overall expenditure
To be responsible for setting the strategy for the strategic management of key suppliers that supports the development of robust commercial arrangements, and explores the development of partnership working, which will ensure benefit and business continuity for all Trust's within the ISPD's multi-ICS footprint
Responsible for developing strategies on key commodity areas that ensure value for money in the provision of procurement and supply chain management services
Responsible for evaluating highly complex financial and purchasing data, including the evaluation and adjudication of tenders, the selection of the most appropriate purchasing routes based on the limitation of risk to the Trust / customer organisation and the submission of reports to board level to support the evaluation process
Lead a number of high complex procurement projects, including specific divisional portfolio responsibilitiesProfile

Full Member status of the CIPS or Significant relevant senior Suppliers and Procurement experience and working towards full CIPS qualification
Experience in leading complex procurement's
Experience of working with multiple stakeholders
Detailed and up to date knowledge of EU / UK procurement directives and legislation
