As a member of the Senior Management Team, be responsible for leading and managing Capital Spend to ensure that a rigorous commercial approach is embedded so that commercial risks are addressed and the best outcomes are achieved for local people including proven value for money.

Client Details

A Local Authority based in the East Midlands.

  • Maintaining awareness of markets and horizon scanning for opportunities and best practice; engagement with senior stakeholders and partnership bodies, delivering an integrated approach to sourcing, development of category strategies, development of the market/supply chain and engagement with providers, working with commissioners to set outcome targets, tendering and contract award, contract management and supplier relationship management
  • To own the development of a prioritised work plan (in collaboration with senior stakeholders), which meets the MTFS and corporate objectives
  • To mitigate commercial risk, identify and deliver opportunities for reducing costs and creating efficiencies through sourcing and contract management
  • To ensure those with responsibility for sourcing and supplier and contract management activity have the appropriate skills to deliver their roles, so that the highest professional standards of commercial practice and compliance with legislation are maintained
  • To lead on the identification, implementation and embedding of the standards, tools and processes to support effective sourcing, de-commissioning and the Council's management of its strategic commercial relationships
  • In conjunction with the Commercial & Supplier Relationship Manager, to optimise the contribution of the Council's purchasing agent, ESPO, and seek out opportunities for collaboration with other public sector bodies both within the locality and elsewhere, in order to increase the Council's leverage and to avoid duplication, whilst still ensuring that the Council's business requirements are met
  • To ensure team members responsible for [People / Place] based services sourcing activity maintain accurate records in the Procurement Information Management System and the Contracts Register (including Contract Purchase Agreements and Blanket Purchase Agreements)
  • To maintain a strong understanding of and ensure compliance with the Public Contract Regulations and Contract Procedure Rules whilst applying pragmatic and risk based advice.

  • Degree and/or equivalent relevant professional qualification (MCIPS) or relevant commercial/ procurement qualification
  • Experience of leading, managing and motivating a team or multi-disciplinary team , ensuring appropriate resource utilisation and a positive performance culture
  • A proven track record of successfully engaging with a range of stakeholders partner bodies, building effective working relationships and promoting organisational reputation and interests
  • A proven track record in leading high value, complex sourcing and / or contract management activity though all stages of the procurement lifecycle, including effective market engagement
  • Key national policy drivers, legislation (including EU Procurement Directives and Public Contract Regulations)
