STAKEHOLDER ENGAGEMENT & PETITIONS MANAGER REQUIRED FOR A JAN/FEB 2022 START!! BASED IN LONDON WITH REMOTE HOME WORKING OPTIONS £44850 - £56350 (INCLUDING 15% FLEX FUNDS) + EXCELLENT PENSION AND BENEFITS PACKAGE

Proftech Talent are proud to be partnering with a well known organisation who are currently looking to recruit multiple Stakeholder Engagement & Petitions Managers on a permanent basis. This is a pivotal position for the organisation and will be responsible for delivering engagement and negotiations to avoid or resolve petitions from stakeholders directly affected by infrastructure projects. This position will directly manage a small team as well as manage a case load of petitioners whilst motivating the team. The role will require travel to other offices as well as meeting physically or virtually with key stakeholders and at public engagement events. This is an exciting, fast paced and intense role at times which will require organisation, resilience and excellent communication skills. Ideally the successful candidate would have worked within infrastructure projects or in a management capacity in a stakeholder engagement position, candidates who have worked for local authority or in MP's offices would have a distinct advantage.

[ The role ]

- Develop, manage and lead an agreed petition minimisation and management strategy to reduce the number of petitions and/or the issues raised
- Identify key issues, costs and risks arising from petitions
- Establish and maintain effective working relationships with petitioners across the short, medium and long term
- Lead development and deployment of effective negotiation strategies designed to achieve successful outcomes that meet objectives
- Lead effective negotiations that balance the needs of the petitioner and the cost, programme and political risks to the Government and that achieve value for money, negotiating agreements to a conclusion that will be acceptable for sign off by the company
- Draft and obtain Parliamentary Agent approval of undertakings, assurances, and agreements that mitigate petitioner concerns
- Prepare and present papers seeking approval for proposed undertakings, assurances, and agreements before approvals boards as required under governance arrangements, including with Ministers and HM Treasury as appropriate
- Identify strategic weaknesses in the project, and, where required, lead on development of and/or amendment to policies at the project level
- Ensure any commitments made by the project in response to petition issues are approved and tracked through appropriate governance and decision-making channels
- Co-ordinate activity to ensure commitments given are actioned appropriately and in a timely manner in accordance with the terms of those commitments
- Prepare Petition Response Documents and materials for Select Committee, exhibits and Q&As and manage the evidence base used in Select Committee
- Prepare and present reports and briefs for senior management, Ministers, Counsel and Parliamentary Agents, often at short notice
- Assimilate and compose technical information in a manner that is easy to understand for the purpose of use with petitioners and in Select Committee
- Support the Senior Petition Manager as required with the most high profile, cost or risk petitions

[ Person and skills required ]

- Ability to manage and motivate self and team (including direct reports) to deliver work to pressured deadlines
- Ability to oversee the delivery and tracking of numerous complex issues to successful resolution
- Ability to analyse information, quickly develop an understanding of complex issues and present complex information to both internal and external audiences
- Ability to convey complex technical information to non-technical audiences in a compelling manner
- Ability to handle and manage high volumes of work to time, cost and quality requirements
- Ability to effectively present a wide range of complex petition issues to both internal and external audiences
- Good communication skills, e.g., compiling agreements, reports, briefings and materials for use in Select Committee
- Knowledge of property, environmental and political issues around major projects
- Stakeholder management experience, having dealt with objections to major infrastructure projects or significant development projects
- Experience of leading the negotiations in a complex environment
- Experience of business and operational requirements including meeting targets/objectives to time, cost and quality requirements
