Connect2Luton are excited to recruit a Senior Accountant on behalf of Luton Borough Council within their Customer and Commercial Department!
As a Senior Accountant you will be responsible to provide an effective accounting service to the Partner Department.
About the Role
Take operational responsibility and accountability for a substantial distinctarea of the Council's accounts, that includes complex accounting rules and
regulations and complicated budget areas.
Provide professional advice, support and challenge to budget holders, senior managers, chief officers and members through quality financialinformation and provide complex solutions to ensure value for money is obtained. Undertake training on aspects of finance to ensure professional standards are maintained and best practice is strengthened.
Lead, manage, develop, inform and motivate employees within the team toensure the efficient, cost effective and responsive delivery of financial and accounting service. Monitor the performance of team members and takeaction in the event of under performance.
Undertake specialist project work of a complex nature , preparing reports, representing accountancy services on working groups including some external groups and providing financial management and related expertise as and when required.
In conjunction with the Finance Manager ensure there is continued review of and development of the accountancy service taking into account changing needs of the service through legislation.
Deputise for the Finance Manager in the management of the Finance team as required.About you
Substantial experience gained in a complex environment of accounting functions including budgeting, monitoring, year-end closure, financial modelling and planning.
In depth experience of using IT based financial management systems and the use and development of integrated spreadsheets to produce financial and management information.
Demonstrable experience of undertaking projects, policy/strategydevelopment and implementation of accounting advice.
Substantial experience of managing others
Demonstrable knowledge and understanding of equality issues and legislation and its integration into service delivery.
Qualified accountant (CCAB) - i.e. CIPFA, CIMA, ICA, ACCA - or partqualified with extensive experience and able to demonstrate continuing professional development.
Desirable skills :
Experience of working in a Local Authority or Public Sector financial environment
Some experience of the provision of public sector Unitary financial services
In depth knowledge of Local Government funding mechanisms and Accounting Codes of Practice
