ROLE PURPOSE:
Senior Manager of the Finance and Procurement Team:
*To centrally manage both the financial and management accounting functions within the organisation. Ensuring the organisation delivers its role in a manner that ensures regularity, propriety, value for money and feasibility.
*To manage the central procurement function to utilise and promote our in-house expertise to deliver an effective and compliant procurement service.

ROLE CONTEXT AND SCOPE:
The role sits within the Finance and Planning Directorate and will enable the organisation to achieve its objectives through strong financial planning, recording and reporting.
This is a role that reaches into every aspect of the work, ensuring we have sufficient information to make value for money decisions and are able to accurately record our use of public money.

TYPICAL ACCOUNTABILITIES:
*Production of the Annual Report and Accounts
*Budget planning
*Monitoring and financial performance against agreed budgets and activities
*Working with budget managers to consider the financial implications of business case options
*Responsible for the finance policies and processes, ensuring they are reviewed and updated on a regular basis
*Production of monthly financial and management accounts
*Ownership of the purchase to pay process
*Responsible for the procurement policy and process, ensuring it is reviewed and updated on a regular basis
*Promotion of financial and commercial literacy across the Commission
*Responsibility for the learning and development of the staff within the Finance and Procurement Team.

KNOWLEDGE, SKILLS AND EXPERIENCE:
*CCAB qualified or equivalent
*Experience in managing both financial accounting and management accounting functions
*Experience of building and managing relationships both internally and externally
*Understanding of and commitment to equality and human rights issues
*Ability to interpret accounting standards effectively
*Team player

*Analytical and problem solving skills
*Strong communication skills
*Good IT skills
