The overall purpose of the role at a strategic level is to plan develop and implement appropriate procurement sourcing strategies for designated categories of non-pay expenditure on products and services.

Description
  • Expert strategic procurement advice to the Directorate and to relevant Executive Members
  • A comprehensive procurement advisory and planning service to key Directorate staff
  • Support for staff in their role in managing non-pay resources efficiently and effectively
  • Help to co-ordinate category management for categories used across Directorates
  • Support to ensure rigorous compliance with current European legislation and toprovide the Directorates with appropriate advice in relation to Standing Financial Instructions, Standing Orders and governance
  • The Deputy Head of Procurement will directly influence strategic and business decision making within the Trust by ensuring the provision of high quality information and analysis and professional and commercial support to corporate Procurement service customers. Supported by Senior category managers within the Procurement team (Band 8a), the post holder will be required to promote a culture of continuous improvement within the department, actively managing a portfolio of customer relationships and leading a specific strategic sourcing programme for defined categories, across the trust and other NHS organisations as required
  • The Deputy Head of Procurement Manager has a pivotal role in the development and monitoring of the Trust's Non-pay Cost Improvement programme, developing productive working relationships with Directorate management teams, Programme Management Office and Assistant Directors of Finance. The role will involve highly complex market and economic analysis using data from a number of sources and systems
  • Support the Head of Procurement to provide overall expert leadership and direction across the department, influencing the procurement strategy and developing Trustwide policies which are affected by Procurement matters
  • Cover other Senior category manager roles as required, in particular the Deputy Head of Procurement will act in a Deputy capacity for the head of Procurement in the event of absence or unavailability to ensure the continued provision of a full service
  • Manage a number of direct reports and will take responsibility for their appraisals and ongoing development consistent with National expectations and in line with the Trusts Procurement strategy
  • Responsible for leading a specific strategic sourcing programme for defined categories, across the trust and other NHS organisations as required
  • Additionally, the post holder will be expected to take a wider customer service role and champion Procurement as a Business Partner throughout the trust

Profile
  • Expert knowledge of procurement strategy acquired by professional procurement qualification (CIPS) or vocational level 4
  • Experience of working with senior NHS Managers
  • Experience in purchasing a diverse range of products and services
  • Ability to manage budgets
  • Working knowledge of the national and European legislative procurement framework in which local government operates
  • Demonstrable success of working closely and collaboratively with colleagues and a range of stakeholders
  • Knowledge of procurement issues, standing orders and general knowledge of the NHS procurement 'landscape'
