The Challenge

The Land Management Services (LMS) team are responsible for the MoDs Hirings, Lettings, Business Rates and associated costs with an operating annual budget of ~210M. We are recruiting for a high profile position to drive forward significant accounting change, namely International Financial Reporting Standard 16 (IFRS16). This is a fantastic opportunity to join a busy and rewarding team and drive forward change by establishing strong relationships with the Estates team, DIO Finance and key departmental financial stakeholders!

With the addition of this position, the team will become 5 strong, collectively responsible for ensuring value for money, affordability and propriety are adhered to. We provide clear professional advice to support the DIO, including senior military and civilian stakeholders. Our remit spans all aspects of financial management including Business Case approval, In year management and forward planning.

ResponsibilitiesMain Responsibilities

As a LMS finance manager you will assist with all aspects of planning and In Year Management to support Estates and the 10 customer areas. Your primary responsibility will be as lead finance manager for the implementation of IFRS16 and engagement with the Estates team to drive forward business change to enable the transition to the new standard!
Wider responsibilities will include;
Managing the Business Case portfolio
Analysis and manipulation of management information systems such as Planning analytics (PA) and Infrastructure Management System (IMS)
Migration of leases to a new (but existing) payment system
Assisting with the compilation of departmental quarterly accounts (ARAc), completing reconciliation exercises and providing explanations to variance analysis
Assisting with the compilation of the ABC submission, particularly in relation to IFRS16
Completion of month end journals, to include raising accruals and prepayments
Flexing skills across DIO finance team to add resource resilience and conduct minor projects

Desirable Experience & Skills

An accountancy qualification is preferred but not essential.
Familiarity with Government Finance requirements (eg.: FReM, Managing Public Money, JSPs 462,472)

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-Time working and Job Share working patterns will be considered.
