Are you an experienced finance manager who has lead teams and managed large-scale budgets?
As our Financial Lead you'll be responsible for the overall Integrated Data Programme (IDP) finance profile including Grant Management. You will manage a finance team who will capture forecasts, track spend, capture assumptions, track changes, produce financial reports and enable you to feed into and inform strategic financial discussions, business cases and programme narrative, keeping finance at the heart of informed decision making.
The Integrated Data Programme and Service (IDPS) is building an ambitious and comprehensive data service, underpinned by a secure and trusted infrastructure, to enable Government to make best use of its data assets. It will be a digital collaborative environment that will support Government in unlocking the potential of linked data, building up data standards, tools, and approaches that enable policymakers to draw on the most up-to-date evidence and analysis to support policy development, improving public services and improving people's lives.
This is a key role in the programme governance where you will work with stakeholders, to ensure the agreed project outputs and ensure appropriate budgets are in place and you will respond to changing priorities within the resource management portfolio. In this role you will be required to lead successful budget management practices which align to the project/programme time and quality expectations. You will actively manage the financial planning rounds, risks, issues, dependencies, and assumptions alongside being able to identify threats and opportunities that may arise. Where financial opportunities arise, you will explore their impact and take the appropriate approach to manage them.
You will be required to use excellent communication skills to provide insightful reporting and clear briefing on complex issues to senior stakeholders, influenced by the identification, interpretation, analysis, and presentation of information used to facilitate your decision making. You will use an innovative approach and personal resilience to respond quickly and decisively to changing and challenging priorities and deadlines to deliver valued outcomes. Alongside, remaining an inspiring and motivating leader to provide clear direction where uncertainty exists.
Review and monitor whole programme financial forecasts and challenge project budget holders when necessary. Forecast future large commercial contract costs for the period up to the end of the financial year based on operational data.
Manage the process of raising invoices to funding providers and Co-ordinate the responses to any programme audit.
Manages delegated financial processes and controls across the programme to ensure that the programme complies with relevant spending controls and financial governance. Alongside supporting the Programme Manager / Programme Director to identify, monitor and address key financial risks associated with the programme.
Collect, receive and review commercial MI to advise budget holders on the value of the purchase order that should be receipted, and support budget holders as the first line of challenge where there are discrepancies with commercial suppliers.
Manages the detailed budget setting activity for the programme PMO, alongside being able to monitor the overarching programme financial performance against budget and investigate the operational cause of variances and issues identified by FP&A.
Manage the Financial RFC process, including the RFC approval process, the RFC monitoring and tracking process and the contingency schedule, and liaise with the appropriate business partners, operational managers and any key stakeholders to ensure that the forecast spend is robust and reliable.
Manages the process for preparing and refreshing Cost Models and Finance Cases, involving Finance Business Partner Expertise as appropriate. (Unless we have a central cost modeller appointed)
Co-ordinates the Programme level operational review of resource requests for reasonableness and investigates issues identified alongside co-ordinating the programme resource allocation process including arranging and acting as secretariat for any relevant star chambers.
Proven experience of managing and leading a team.
Ability to remain positive and focused under pressure.

Strong communication and interpersonal skills with a proven record of establishing, building, and maintaining relationships.

Experience of financial governance and change control frameworks, supporting programme compliance and performance.
Experience of effectively challenging stakeholders on their deliverables and resource requirements.
Experience of programme financial planning, spanning multiple years and maintaining accuracy of forecasts.
Experience in costing projects and writing business cases
