The Band 7 Deputy Portfolio Office Manager role requires business and financial management skills coupled with Project, Programme, Portfolio and Risk Management, Change Management, Strategy and Business Planning skills to ensure the integrity of the portfolio of programmes and projects, in support of relevant Governance Boards.
This is a 2 month temporary role based in London with some flexible/hybrid working.

The key responsibilities for the Band 7 Deputy Portfolio Office Manager are:
To be part of a professional portfolio management office team
Promoting and maintaining the highest standards and quality of project/programme management across the Trust investment portfolio
Provide strategic overview of all programmes, projects and inter-dependencies, reporting anomalies or areas of concern to governance boards
Line manage, allocate work to and supervise the IPO Portfolio Support Officer as well as interns and apprentices that are from time to time attached to the Investment Portfolio Office
Deputise for the Head of IPO in attending and presenting to the Investment Portfolio Board
Deliver training on project governance, project lifecycles, benefits management and business case writing to senior managers
Design, challenge and agree management dashboards
Provide regular reports to governance boards, including a commentary on performance, coordinating upward aggregation of data/information and reports
Manage the approvals and decisions register for all projects with a capital expenditure of more than £250k
Analyse highly complex financial information and influence decision making of senior management
Support Development of the 5 year capital planProfile
The successful candidate for the Band 7 Deputy Portfolio Office Manager role will have:
Masters or equivalent business experience
At least two of the following qualifications; Accountancy, Prince 2 Practitioner or other Project Management qualification, MSP Practitioner, APMP/APQM
Substantial experience at management level including supervising and managing staff and contractors
Experience of NHS projects, finance, planning
PMO management, risk management, project management experience
Experience of Projects involving operational change, IT, construction, estates, FM
Experience of OGC Gateway ProcessSkills:
Ability to present highly complex information about performance and change
Highly numerate, ability to interpret complex data and finances
Ability to analyse complex financial and non-financial information and interpret to assess issues, anticipate problems and provide workable solutions
Ability to balance conflicting demands and prioritise workload
Ability to influence senior managers and key decisions, including financial and budgetary
MS Office suite, a high level of competency in all apps, advanced in excel.
Proficient in MS Project, SharePoint user
