Adult learning provides access to learning and education opportunities for adults wishing to make their first steps back into learning by providing a wide range of courses from basic skills, English for speakers of other languages, to vocational qualifications and courses for leisure and enjoyment that improve wellbeing and social interaction including arts, fitness, foreign languages, and creative writing. We have access to a significant budget from Greater London Authority (GLA), which we use to deliver high quality learning for adults. We commission voluntary sector organisations to deliver the vast majority of courses through a number of subcontracts, so it is essential that we are using our budget in the most effective way. You will be at the heart of this challenge as you lead on the commission contracts that will deliver tangible results for our local population, and oversee contract compliance. Monitoring the ongoing success of each of these contracts, you will advise and support learning providers to ensure they are meeting the expected standards, and you will ensure that all contracts are negotiated, agreed and finalised annually. With plenty of autonomy in how you conduct your working day, , seeing to it that sub contracted arrangements meet Ofsted and GLA standards, you will identify underperformance that requires action. Determining where there are gaps in our current adult community learning provisions, you will conduct regular strategic reviews of what we're offering and what we should be commissioning in the future, leading on the annual audit of subcontracting arrangements and keeping up to date with changes to the funding rules from the GLA
To make the most of this fascinating challenge, you will be a highly diplomatic and influential individual who has the ability to conduct successful negotiations. Coming from a background in which you have managed processes for commissioning adult learning provision, you will be confident in the use of digital procurement platforms. With the ability to work with voluntary, statutory and private sector organisations, you will have a good awareness of government funding, and a good understanding of the Ofsted inspection framework. As a highly numerate individual with a keen eye for detail, you will be comfortable handling audit management and overseeing the specifics of whether contracts are compliant. With experience of both analysing and interpreting complex data, you will be capable of translating your findings into succinct reports and breifings. As such we will expect you to have good verbal and written communication skills, with the capacity to communicate across a wide range of levels.
