This is an opportunity to join our Council's Procurement Team which is leading an exciting programme of change in the way our Council procure goods, services and works, ensuring we comply with procurement regulations, generate cashable savings and deliver sustainable outcomes.
The Procurement Team Leader will support the Procurement and Commissioning Manager to continue to develop and improve procurement activity within the Council. Key responsibilities for this post will include delivering a programme of improvement activities and providing management and support to the wider procurement team. The post holder will be required to deliver a client focussed professional service, providing advice and assistance to services on all procurement related matters and acting as a first point of contact for escalation of issues and complex queries. The post holder has responsibility for the development of commodity and contract strategies, delivering high value / complex tender processes in compliance with relevant legislation and Council policies and strategies (from purchase to payment), supplier and contract management, and providing advice and training to external suppliers and development of officers undertaking procurement activity across the Council.
The successful candidate will be able to deliver target savings, recognise opportunities and deliver added value for the Council.
To be considered for this role, the ideal candidate will be educated to degree level (or equivalent) in a relevant discipline or has CIPS / working towards CIPS with evidence of continuous professional development, ideally with knowledge and experience within a public sector procurement environment. The successful candidate must have considerable relevant experience. Knowledge of procurement regulations in Scotland is also essential. You must be able to work under pressure and be able to provide direction and support to a professional team and be able to demonstrate sound commercial acumen.
It is desirable that the successful candidate has experience of managing a team.
