Role title: Performance and Quality Manager

Location: Stafford with flexibility (currently home working)

Salary: £42,821 - 46,845

Contract type: Permanent

Who you'll be

As Staffordshire County Council's new Performance Quality Manager, you'll be ensuring high standards for a team who always aim to be ambitious, empowering, and courageous. We'll look for the same from you too, so you'll need to be:
  • Ambitious in your approach, aiming for high benchmarks in our service and our work
  • Empowering to your team, setting up quality systems that enable success
  • Courageous in your behaviour, embodying the change you want to see and acting as a role model in lifelong learning, collaboration, equality and inclusion, and ethical leadership

If you strive for high performance in what you do, and inspire the same attitude in those around you, then we need you. Take pride - and take us forward.

What you'll do
  1. Ensure we maintain high standards

The People Services team deliver a wide range of projects and strategic programmes across our organisation. You'll be the one who makes sure we meet the right standards across every single initiative. You'll make sure we're implementing the right governance framework and that its operating effectively. You'll monitor risk, budgets and workflow. You'll develop performance management systems, working with the Assistant Director to ensure we're measuring all the right indicators of success. You'll develop and implement quality systems that monitor our processes across everything we do. And crucially, you'll do it all with an eye for maintaining an inclusive environment, helping support and measure equality, diversity and inclusion across the Council.

But you won't just review our performance: you'll also report all that back to the wider organisation, demonstrating progress and areas for improvement. Organised and timely, you'll ensure that senior leaders have the information they need to make the right decisions. Plus, you'll influence those decisions too: representing People Services on corporate groups, customer groups and external partner meetings, you'll be a clear communicator with a compelling vision to reach for even higher standards in your team - with all the data you need to back it up.
  1. Promote a supportive and customer-oriented approach

As well as benchmarking our services, you'll also look to make them more customer-oriented every day - creating a service that's open, supportive and inclusive for all our colleagues. You'll develop an annual calendar of communications for the People Services team. You'll project manage areas for improvement to help us better serve the wider organisation. And you'll develop the mechanisms to help the whole team put the customer first.

Whilst you're supporting our service to the wider Council; you'll also be a supportive member of the People Services team. Rather than just pushing colleagues to meet high standards, you'll give them the understanding and the support they need to do it. You'll see that they're trained to use new systems and to reach for new benchmarks. With your guidance, they'll feel enabled to succeed, and together your performance will be stronger every day.
  1. Provide an accountable service

As a Council, we need to provide an accountable, responsible service that works with and builds the trust of people across Staffordshire. You'll work with colleagues across the organisation to ensure that happens, meeting exceptionally high standards to provide a reliable and transparent service every time.

Ultimately though, we can only encourage accountability if we're accountable ourselves. That's why you'll embody our values in everything you do across the organisation. Always striving for ethical leadership and adhering to professional principles, you'll constantly set new targets for your own performance. Leading through example, you'll be a life-long learner, staying up to date in your project management skills (Agile, Prince 2 or equivalent) and always looking for new ways to learn - both from your colleagues and from wider industry. And, you'll share that new learning widely too, for everyone's benefit.

What you'll need

To apply for this role, you'll need to have:
  • Project management skills (Agile, Prince 2 practitioner or equivalent)
  • Relevant management, professional or degree level qualification
  • Experience of HR management at a senior level
  • Experience of performance management, continuous improvement and governance
  • Strong communicator and relationship builder in a fast-moving environment

How we'll support you

As well as providing you with inspiring leadership and an environment where you can take pride in what you do, you'll also benefit from:
  • An excellent local government pension scheme

Closing date for applications: 19 January 2021

Recruitment process
  • 1st stage interview - from week beginning 25/01/21
  • 2nd stage interview - from week beginning 01/02/21
