Summary
The Operations, Strategy and Transformation (OST) team in KAI is responsible for delivering some of our most crucial analysis to support decision making across a wide range of HMRC operations, from Customer Services and HR, to Strategy, major transformation programmes and the next Spending Review.

Job description
The post-holder will lead this multi-disciplinary team of around 60 professional analysts based in London, Manchester and Liverpool as part of a job-share with an existing Deputy Director.
The post-holder will also work closely alongside the 8 other Deputy Directors who lead on policy and operational analysis, as well as having specific portfolios.
As a senior member of KAI the post-holder will help lead the directorate, helping to drive our ambitious business and people agenda.

Responsibilities
Working to the Director of KAI, the post-holder will work in partnership with colleagues across HMRC to deliver a programme of analytical work which drives decision making and meets HMRC's strategic objectives.

Alongside the job-share partner, the post-holder will be responsible for:
• Leading and setting the direction for a team of around 60 analysts across a number of sites (currently all working from home due to the Covid pandemic) to deliver high quality and fit for purpose analysis and research;
• Building and working with a wide network of stakeholders to increase OST's influence in the department;
• Spotting opportunities for new analysis and be proactive in putting in place the people and infrastructure to deliver it;
• Having line management responsibility for four to five Grade 6 Portfolio leads, building a shared set of goals and aims for the wider team, building a shared set of goals and aims for the wider team;
• Playing an active role as a senior leader in KAI and across HMRC, setting strategic direction, driving innovation, generating influence, leading capability-building and taking specific responsibility for a leadership area to be agreed;
• Being a visible leader across OST and wider HMRC supporting corporate initiatives to drive transformation.
Specific areas of responsibility include:
• Overseeing work to support HMRC's Making Tax Digital programme, ensuring that the team can respond in an agile and proactive way to demands of this fast-moving area of work which is a ministerial priority;
• Ensuring delivery of a wide-ranging portfolio of work to support HMRC's People Group (HR), including supporting a major piece of work to review HMRC's strategy on estates and remote working post the Covid pandemic;
• Overseeing our programme of work to support HMRC's Customer Services Group, making sure that the team is working in the high priority areas and is building strong relationships with this area of the business;
• Supporting HMRC's strategy function and developing and helping to assess the evidence base underpinning HMRC's next Spending Review bid;
• Providing analytical leadership of the team's work, ensuring that the right combination of skills and analytical methods are being used, that quality assurance is carried out appropriately, and that there is a culture of knowledge sharing and continuous improvement;
• Overseeing HMRC's research programme and the management of a research budget of £2m to deliver policy and operational change, making sure it is targeted, cohesive and focused on HMRC's biggest priorities;
• Championing the use of analysis within and outside the Department so that it has maximum influence;
• The post-holder will also have joint responsibility for KAI's People Portfolio, which covers our policy and approach to locations, diversity (including race action plans) and wellbeing.
As this is a job-share role both Deputy Directors will jointly develop effective and consistent communications with each other, their team and their stakeholders, seeking to maximise their joint skills set and experience. Both Deputy Directors will be expected to review this periodically.

Person Specification

Essential Criteria:

The post-holder will be required to come from one of the analytical professions represented in KAI (economist, statistician, social or operational researcher) and have strong, demonstrable and recent experience of working in related analytical roles.

The post-holder will need to have experience of:

Seeing the Big Picture:
• The ability to create a forward looking vision for OST's analysis, building on what is already in place, and the ability to work through the complex nature of OST's work to come up with creative and pragmatic solutions that deliver against KAI's and HMRC's objectives.

Leadership:
• You will have experience of providing visible leadership to deliver team or organisational/wider objectives.
• You will have a proven track record in leading multi-disciplinary analytical teams, building analytical work programmes and promoting the role and value of analysis.

Working Together:
• You will need to be a collaborative team player, role modelling this across the team, and with an appreciation of the factors which make for a successful job-share. You will work closely with the other Deputy Directors within KAI as well as a range of stakeholders in the wider HMRC community.
• You will have a track record of forming close partnerships with others inside and outside of the organisation so that the team has an impact on HMRC strategy and highest priorities.
• You will need to be persuasive in your views but also solution focused to find a way through that best meets everyone's needs.
• KAI's analytical excellence and expertise is an important capability in HMRC and you will need to value and enhance both in OST, so that the team takes pride in its work, produces high quality outputs and is innovative.

• You will be an excellent communicator, actively ensuring a motivated, engaged and high performing team ethos and inclusive working environment across a number of office locations, which supports team members of diverse backgrounds.
• As well as being a visionary leader you will need to communicate complex and technical matters clearly and concisely to seniors across HMRC
