Job Details

We are currently recruiting for a HSE Advisor to be based at our client site in Oxfordshire

Working hours: 8:00 - 17:00

To effectively manage and maintain the delivery of EMCOR UK Health, Safety & Wellbeing policies, and processes in line with the IMS and to provide Permit Control Office services to the Infineum contract in compliance with the contract deliverables and KPIs.

HSW

To advise and support the contract management on all HSW issues, promoting accountability and responsibility. Engaging with the operations team to empower ownership.

To act as the Permit Control Office by managing and implementing the full end to end EMCOR UK permit to work control process.

To advise, comply and review EMCOR UK's HSW policy and procedures, all legal requirements, and best practice.

To assist operations in ensuring that the account is compliant with all HSW: statutory requirements, accredited processes and procedures, contract, and Client specific requirements.

To assist operations in ensuring that your area of responsibility, is compliant with all HSW: statutory requirements, accredited processes and procedures, contract, and client specific requirements.

Design, management, implementation, and compliance to end to end HSW processes.

Identify GAPS in H&S Training and liaise with L&D to ensure outstanding training can be provided.

Implementation and compliance to all other relevant account processes

Effective use of CAFM and EMMA as per SOP

Participate in the monthly Safety Operations Forum, share best practices, and suggest improvement initiatives

Ensure that HSW RACI is up to date at all times & complied with

Ensure that sufficient quality standards are always maintained

Advise the teams to ensure the HSW services are delivered to the agreed contract specification and standards.

Ensure a timely response to requests for additional or special request, agreeing customer requirements and costs if appropriate.

To use Intelex to report and investigate any near misses or accidents and ensure actions are closed out prior to deadline. Ensure that team are proactively reporting near misses and/or accidents, ensuring timely investigations are undertaken, ensuring comprehensive reports, corrective actions and updates as required within set timeframes. Encourage and review Safety Observation Reporting.

Ensure that team comply with the Permit to Work process.

To assist in creating Risk & COSHH Assessments, SOP, and SSOW for the materials, tasks and activities undertaken by colleagues on site.

Ensure DEL RAMS are designed and continuously updated?

Ensure compliance to DEL RAMS and dynamic process?

Competencies of DEL assessed and rectification plan implemented?

Ensure colleagues have the correct PPE inline with the PPE Mandate and Risk Assessments.

To assist in the co-ordination of interactions with relevant statutory bodies and regulatory agencies e.g. Health and Safety Executive under guidance of the Head of Safety Operations.

To bring to the attention of the Account Director any hazards or risks not addressed in the Company Safety Policy or procedures.

Undertake regular audits to support the IMS framework and EMCOR UK accreditations.

Assist operational teams by attending pre audit reviews and as requested attendance at HSW related client audits.

Implement and comply with the account audit process

To be familiar with, review and contribute and communicate HSW related non-conformance of any external / internal EHS related databases i.e. Sypol, Crimson, Assurity, Intelex etc,

Management

To support the Central Safety Operations Team in the delivery of EMCOR UK HSW Policies and Processes

To complete any other reasonable request instructed by management

To be behave consistently in line with EMCOR UK's values

To be always organised and proactive, ensuring that workload is prioritised and completed in line with management instruction

Ensure an effective HSW communications and engagement plan is in place and that stakeholder engagement is proactively managed

Client Management

To establish a consistently positive working relationship with your client and end users

To ensure an effective feedback mechanism is in place to allow client's feedback to be monitored and actions logged and closed out

To ensure all applicable processes are designed to ensure operational excellence, with waste reduced and value add increased.

Commercial and Finance

To deliver your service in compliance with your allocated budget

To satisfy HSW contract deliverables

To ensure KPIs and SLAs are passed so that EMCOR UK does not incur financial penalties

To design and implement cost optimisation initiatives

To monitor, manage and comply with the overtime, expenses and temporary staff request processes

Capture and communicate any potential commercial changes and/or gaps to Operations Manager

HR

Work with Line Managers to ensure that team performance is consistent and satisfactory

Work with Line Managers to ensure team have the relevant skills and competencies to complete their job effectively

Work with Line Managers to ensure team structure is always adequate to provide operational excellence and is consistent with contractual obligations

Work with Line Managers to implement and manage team HSW culture in line with the specific account culture

Work with Line Managers to effectively complete recruitment

Work with Line Managers to design and implement robust induction programme for new joiners

Work with Line Managers to ensure all staff have sufficient JDs and R&R lists in relation to HSW

Work with Line Managers to design and implement team skill and training matrix

Work with Line Managers to ensure employee HSW engagement and satisfaction levels are consistently acceptable

Support with the delivery of HSW Induction to new starters.

Performance

To ensure the design of and compliance to all relevant end to end processes applicable to the role

To ensure processes are consistent reviewed to ensure operational excellence

To report on HSW performance to the Performance Manager monthly and to assist the contracts to achieve KPI's.

Proactively plan and schedule work

Ensure consistently low work order backlog

Design and implementation of BCPs

Design and implementation of improvement programmes

Implementation of audit process and inspections, by taking ownerships for actions from start to finish

Procurement

To manage supply chain partners in line with EMCOR UK Control of Contractor Management Process and Permit to Work process.

Monitor supply chain partners HSW performance and feedback to contract Procurement Manager.

IT

To maintain proficiency on all relevant IT packages and systems

Energy and Environmental

Manage the Waste Portal on Intelex

To manage your processes inline with EMCOR UK's Energy and Environmental policies

Proactively suggest ways to reduce energy consumption

Person specification

Experience

Extensive experience in managing HSW in the FM industry

Understanding of HSW legislation

NEBOSH General Certificate (minimum)

Professional Membership to IOSH (Tech IOSH minimum) and optionally IIRSM.

Auditing experience.

Knowledge of ISO 9001, 14001, 18001 and 45001 standards.

Good networking skills and the ability to build / maintain relationships at all levels

Relevant IWFM qualification is preferred

CAFM management experience is preferred
