£398.44 a day via LTD / Umbrella OR £353.07 a day via PAYE (subject to TAX and NI deductions)

Job Summary/Key Tasks
Working within the CTPHQ Change Pillar, the Assurance & Standards Manager will be responsible for the day-to-day management and implementation of the product sets needed to provide independent assurance of the Projects and Programmes, within the national and London CT & PS change portfolio. The aim of the process is to provide assurance to the Governance Boards the extent to which all major Projects and Programmes are working to stay on target to achieve their objectives and benefits.

This includes ensuring that they are viable from a leadership, process and management control, quality (i.e. standards / policies), financial, information management, risk, governance, benefits, communication and stakeholder, and resource management perspective.

The purpose of the role is to support the implementation of a robust assurance management framework for Projects and Programmes and be involved in assurance activity to deliver it.

Skills
Ability to provide evidence based assessments and recommendations for improvement from the assurance of Programmes and Projects.
Ability to provide effective challenge to support assurance of Projects and Programmes.
Ability to support people with limited knowledge of effective assurance management within Projects and Programmes.
Good planning and organisational skills, and able to meet demanding deadlines in a pressured environment.
Good interpersonal skills with the ability to work effectively and tactfully with people at all levels.
Good facilitation skills, with the ability to elicit information and agreement from audiences of varying backgrounds.
Good communication skills, both verbal and written, across all levels including stakeholder engagement skills.

Self-starter, confident and capable of working both independently and collaboratively to tight deadlines with plenty of initiative.
Strong IT skills in the use of Microsoft Products.

Essentials Experience
Experience of undertaking assurance reviews, either in a Programme or in a significant project management delivery environment, to influence decision makers, develop solutions and improve performance.
Understanding of the principles of assurance within a Project or Programme management environment, using the relevant tools and techniques.
Experience of facilitating groups, balancing conflicting opinions, building consensus as necessary.
Experience in the analysis and improvement of processes and/or practices.
Knowledge of and direct experience in applying Project and Programme management approaches such as MSP and PRINCE2.
Previous experience of working in (local) government, a security agency or policing is essential.
Desirables

A clear understanding and knowledge of CT Policing including its London (MPS), National (UK Force wide) and international responsibilities; including a clear understanding of CT Policing relationships to Government, security and intelligence agencies and legislative process including their governance arrangements desirable.

Vetting
Active SC Clearance is required for this role. Evidence must be provided before interview.

Key Result Areas
Key responsibilities for the Assurance & Standards Manager are:

Support the Assurance and Standards Lead to implement a robust assurance management framework and approach.
This includes:

For programmes, implement a variety of tools, templates and methods for assurance of their management, processes and alignment with broader strategy (e.g. internal health-checks, peer reviews, self-appraisals etc).
For projects, implement a variety of tools, templates and methods for assurance that the outputs meet the operational user(s) acceptance criteria and are fit for purpose.
Assist Programme Managers and Senior Project Managers (internal and external contractors /consultants) to develop specific assurance strategies and plans tailored to their change programme / project, and use the defined approach.
Day-to-day management of assurance plans on behalf of CTPHQ.
Liaising and managing any external independent assurance suppliers (e.g. Cabinet Office) including coordinate between them and the relevant programme / project teams.
Undertake independent assurance (e.g. internal health-checks) as requested by the Head of Projects and Programmes, SROs, Project Executives, Programme Directors / Manager, Senior Project Managers etc, using the defined approach.
Hands-on support to Programme Directors / Managers and Senior Project Managers to undertake self-appraisals or commission peer-reviews, using the defined approach.
Day-to-day management of any follow-up actions and assurance recommendation trackers.
Develop, agree and embed an effective lessons learnt process across the portfolio, with supporting tools and templates.
Develop, agree and embed an effective document and information management process for use by the Portfolio Management Office and by other Programme Management offices and Programme Team, with supporting tools and templates.
To work with the Portfolio Office Lead and the Assurance and Standards Lead to continuously review, maintain and socialize the PPM Handbook and ensure its relevance and accuracy.
Working with the Business Change and Benefits Manager, Benefits Officers and Business Change Officers, ensure that quality and assurance approach is aligned to the benefits management and business change approach e.g. assurance reviews are aligned to change readiness assessments, and that business change lessons learned are implemented.
Understand another PPM discipline such as Reporting, Planning or Risks & Issues to ensure resilience within the team.
