Morgan Law are working with a College in London who are recruiting a Procurement Manager on a permanent basis. This is a great opportunity to step into a role where you will be responsible for managing all aspects of the college's procurement. You must be an individual with previous Public Sector procurement experience, and experience of OJEU is essential as the college's procurement expert, and therefore candidates without this experience will not be considered.

Summary of responsibilities for the Procurement Manager include:

To take shared responsibility with the estates team for all categories of spend and to develop expertise into those areas. Initially it is expected that these will include:

Energy supply - review of contract, review of current supply agreements and benchmark these with CCS, determination of forward strategy and once approved implement (tendering process and follow through).

Water supply - review of current supply agreements and benchmark these with Crown Commercial Service and other framework arrangements, determination of forward strategy and once approved implement (tendering process and follow through).

Cleaning contracts - follow up with College contract owners to determine performance and billing meets expectations, undertake site visits for those where concerns have been raised and assist the contract owner in troubleshooting with the cleaning contractor

All contracts - review current arrangements across the College, create a comprehensive contract database and determine what the College -wide deals need to be in place, for instance, maintenance of kitchen equipment, boilers, alarm systems, etc, assess framework provision and geographical outreach, determine procurement strategy and once approved implement (tendering process and follow through).

Develop market knowledge and apply this to create a deep understanding of customer requirements in area of responsibility. Identifying innovation opportunities for adding value and driving savings. Act as a source of market knowledge, insight and advice to customers, working with them to define optimal commercial strategies that deliver long-term value and efficiencies. Exploit commercial intelligence and insights to identify opportunities for the categories to execute against

Lead on Supplier Relationship & Contract Management for the categories including the development of Supplier Action Plans to agree performance improvement goals, identification and delivery of savings initiatives and innovation opportunities. Interface with Trade Associations and other industry forums as appropriate

Provide informed and expert procurement advice and guidance which conforms with best practice

Key experience:

You will be working towards or have achieved your CIPS and must have Public Sector procurement experience, including OJEU tendering experience.
