The Role

The Payment Systems Regulator (PSR) is currently recruiting for a Senior Manager to join their Policy Team.

This role is an integral leadership role within the PSR policy team, working with the Head of Department and five other Managers. The role will provide thought leadership across a range of policy areas, projects, and competition or enforcement cases within the PSR. You will help develop and drive forward policy issues, including developing regulatory proposals for consideration by senior leaders and Board. The role is also responsible for the effective implementation of policy decisions and regulatory activity. The role will include management responsibility for the wider policy team and line management of Senior Associates and Associates.

What does the role involve? What are the key responsibilities?
  • Thought leadership in applying analytical frameworks to develop well-reasoned and evidence based policy and regulatory proposals
  • Responsible for helping the policy team provide quality analysis and evidence to support investigations and consultations carried out by the PSR
  • Oversee and direct key projects as part of the PSR regulatory and policy strategy to deliver the objectives of the PSR. This includes the implementation of PSR policy decisions
  • Active contribution to the leadership of the PSR, including driving programmes of work to deliver continuous improvement and development of the PSR
  • Maintain key stakeholder relationships, both internal and external (e.g. Industry, HM Treasury, the Bank of England, international regulators, trade bodies, consumer representatives) to promote the PSR's objectives and to understand and influence how their policy developments are compatible with the PSR's objectives
  • Provide effective people leadership and line management
  • Lead on the effective allocation of resources against PSR priorities
  • Responsible for recruiting, effectively managing talent and succession planning, and undertaking performance management where appropriate

Skills/Experience Required

  • A proven track record in leading people to develop regulation and/or policy
  • Experience in providing subject matter expert advice gained in one or more of the following areas - Government, regulation, competition policy, financial markets or payment services
  • Excellent analytical and problem-solving skills with the ability to challenge analysis performed by technical experts

  • Experience of managing multi-disciplinary teams
  • Experience of developing and driving regulatory strategy
  • Strong communication skills with the ability to articulate complex regulatory and policy concepts for a range of stakeholders including at Board level
  • Excellent prioritisation skills and the ability to make progress at a rapid pace, meeting tight deadlines while providing a quality contribution
  • Ability to lead, manage, motivate and develop staff - providing the right mix of delegation and support.

  • Understanding of the payments landscape
  • Understanding of competition law

The PSR is an independent economic regulator led by Managing Director, Chris Hemsley. Everything we do is guided by our statutory objectives: to promote competition and innovation and the interests of people and businesses that use payment systems. We are directly accountable to Parliament and the Courts and funded by the payments industry. We work closely with other regulators involved in this sector, notably the Financial Conduct Authority, the Bank of England and the Competition and Markets Authority. Operationally we are an independent subsidiary of the Financial Conduct Authority .
