The council is seeking a capital accountant who is CCAB qualified with the ability to demonstrate strong technical expertise, interpret the complex and evolving statutory framework and improve and develop the council's processes. The successful candidate will work within the corporate finance team to support the production of the Statement of Accounts and lead on all aspects of capital accounting. This role also includes liaising with the council's external valuers to ensure compliance with the requirements of the Code relating to property valuations. The successful candidate will need to be able to work to challenging timescales and possess an understanding of the Local Authority legislative framework specifically relating to financial accounting and reporting.

Job Purpose To provide a full accounting, budgeting, resource allocation, financial advice and information service to the council, with particular regard to Capital Accounting and Capital Financing issues. Also, to contribute to the medium term financial strategy to ensure that the council can plan and safeguard its resources in order to deliver a sustainable financial position. Job Context * Participate in the planning and co-ordination of the year-end closure of accounts process, outturn reports and preparation of the Statement of Accounts to ensure compliance with relevant statutory and council reporting requirements in an accurate and timely manner. * To work with other senior finance colleagues to ensure effective arrangements are in place to meet relevant statutory duties and reporting requirements relating to capital accounting, including financing requirements, PFI and other leasing arrangements. * Promote the production of good quality system documentation and working papers and be a key contact in providing information to and liaising with the external auditors. * Control and reconciliation of the council's assets and project accounting records in accordance with the requirements of financial reporting standards. * To be a key contact with the council's external valuers to ensure that property valuations are undertaken in accordance with Code requirements. * Develop and identify improvements in the methodology for the preparation and submission of statutory government capital returns and the WGA to maximise the functionality of the financial systems and minimise completion times. * Provide technical and capital accounting advice particularly relating to the production of the Medium-Term Financial Strategy and Treasury Management Strategy (e.g. MRP and CFR). * Participate in the development of the council's financial systems to respond effectively to technological advancements and also changes to internal and external reporting requirements. (if left blank refer to left hand column) Essential Desirable Substantial relevant experience of working in the service area / profession, with evidence of appropriate specialist knowledge of relevant systems, policies, regulations, professional guidelines and legislation A wide-ranging knowledge of local authority or other public sector finance statutory accounting requirements, regulations and policies required to provide a full capital accounting function for the whole of the annual accounting cycle. Working within a Continuing Professional Development environment to ensure skills and knowledge are kept up to date. A broad knowledge of the Council's finances is required to be able to interpret the implications of complex and evolving legislation and to assist with developing the Medium-Term Financial Strategy to deliver the key council corporate priorities E Authoritative knowledge of the specialist work practices, systems, policies, procedures and professional guidelines relevant to the work area. Authoritative knowledge required of the capital accounting framework for local government. Including understanding the various disclosures required in the Statement of Accounts and the need for accurate and robust asset records to underpin the accounting entries. E
