Develop and create exemplary business analysis process, practice and templates, analysing and documenting as is and to be business process, data flow and technology support, modelling and re-engineering of business process and data flows through engaging with the full range of stakeholders (business, technology, partners, Information Security, Force Change Teams). Identify and recommend opportunities for improvement of end to end and matrix business process to create efficiencies, savings, align more closely with legislation/best practice/ audit recommendations, simplify technology, plug gaps in technology support and data flows throughout policing process including CJ partners, defence, victims, witnesses and offenders, specifically in relation to in year demand for technology and innovative projects, feeding into robust business case documentation. Develop functional requirements validating and verifying with key stakeholders and organising into traceability matrices, identifying the importance of individual requirements for each new project to support the technical design and procurement processes for new systems, ensuring continuity between initial requirements gathering, procurement evaluation and system testing, working in both agile and water flow project structures.
Undertake research and analysis as directed by the Business Relationship and Pipeline Manager on a range of technology enabling projects; identifying areas for improved performance, increased efficiency and opportunities for cost savings referencing and leveraging other forces; agencies; commercial and other public sector organisations.
Develop best practice Business Analysis process, practice and templates for use across technology delivery projects. Analyse and document as is business process maps, overlaying current technology and data flows to establish where change would provide demonstrable benefits and develop to be business process maps, identifying gaps and improvements in technology support for the revised process to reduce complexity of human and computer interactions and maximise benefits.
Engage with all stakeholders to understand the needs and aims of the business in relation to new technology. Provide a critical friend service to departments undertaking process change to establish operational readiness to adopt the new solution/process. Identify key test scenarios from the business process map/traceability matrix to support system testing and acceptance.
Develop functional requirement sets for new technology procurement processes, aligning to the to be process maps to the Technology Non- Functional Requirements and the Baseline Security Requirements, expressing those requirements in terms of their importance, recording capability to benefit dependencies.
Support the procurement evaluation processes, taking part in the evaluation of tender responses against the requirements tractability matrix and identifying where non-compliance would significantly affect the delivery of the expected benefits.
Identify the probability and impact of risks to the Business Relationship and Pipeline Manager, other Stakeholders and Project Managers, as appropriate in order that the project risks can be understood and so that decision makers can make decisions in the light of full information, mitigate risk scenarios and improve teamwork across the project. Identify and resolve problems and issues in all phases of the project, escalating issues to lead stakeholders when necessary so that complex matters can be resolved and/or issues avoided that might otherwise delay the project.
Maintain electronic project documentation in a manner that can be audited and that is open to scrutiny;adhering to project management best practice in order to protect the reputation of the force.
