JOB TITLE - Project Controls Manager (Delivery)

DAY RATE - Umbrella = £636.00 per day

LOCATION - London or Suffolk

Working within the Project Controls Team of the Sizewell (SZC) Project, under the direction and leadership of the Head of Project Controls, to lead the development, implementation, use and maintenance of Project Controls processes within the Project. This will include oversight of day to day management, staffing, and the implementation of Integrated Project Controls standards and processes. To be responsible for the direction and co-ordination of all Project Controls activities associated with the development, design, manufacture, construction and commissioning of the 2 EPR's at SZC within safety, quality, time and cost milestones. To support SZC in developing an overall integrated plan for the Project and providing an effective and transparent Project Controls service. To act as a key interface between the Programme Managers and internal stakeholders, including supervision of other Lead Schedulers/Schedulers/Project Controls Support Functions. This role will also need to interface with our proposed Alliance partners and relevant Design Houses.

Sizewell C is a circa £20bn project;
Currently, there are up to 5 direct subordinates in this role, and up to 5 indirect subordinates if a Lead is present for any of the Project Controls Disciplines in the Programme;The jobholder will be familiarize with the following key documents contained within the SZC Integrated Management System (IMS):

SZC Company Manual - outlines the purpose of the company;
SZC Project Controls Manual - how work is undertaken in the Project Controls Function (under development)
SZC Discipline-specific Procedures
The Nuclear environment is highly regulated by the Office for Nuclear Regulation (ONR);
Nuclear Safety Culture is of paramount importance to the Project and is embedded throughout. Head of Project Controls;

Other Project Controls Disciplines (Risk Opportunity Trend & Change (ROTC), Reporting);
Finance Function (Budget and Cost Estimate);
Project and Programme Managers;
Engineering and Delivery Director;
Programme Directors (Internal);
Alliance partners and Design Houses (External);
Supply Chain Function;
HPC Project Controls Director/Head of Integration/IPC Planning Manager.
Work with all Disciplines of Project Controls within the Programme to ensure alignment and consistency of data;
Work with the Head of Project Controls to understand and resolve issues and concerns affecting Project Controls as a whole;
Work with other key interfaces to identify and understand issues and concerns affecting Schedule performance. Decision-Making:

The jobholder will have the authority to make decisions concerning the leadership, direction and operation of the Programme from a Project Controls perspective;
Decisions regarding the integration of the Programme with the rest of Project are referred to the Engineering and Delivery Director.Essential:

Proven experience in the following:

People manager with team leader capability;
Excellent written and verbal communication and influencing skills, at all working and management levels;
Demonstrated ability to understand, interpret, analyse and present complex data from each Discipline;
In-depth knowledge of processes for Programme and Project management in a major infrastructure environment;
In-depth knowledge and understanding of the other Disciplines of Project Controls, including management techniques;
Skill in presenting complex information to senior executives and shareholders;
Ability to create concise narrative to support project reporting;
Ability to build relationships with Project stakeholders, and to act on behalf of the Project Controls Team as their representative;
Technical and practical comprehension of engineering, procurement, manufacture and construction methods and techniques in a UK context;
Knowledge of current construction industry best practices and technical developments;
Understanding of various contract types, in particular the NEC suite and FIDIC;
Detailed understanding of earned value analysis;
Detailed understanding of cost and schedule risk analysis techniques;
Knowledge of risk and opportunity management methodologies, and how they are applied in the strategic and operational management of a major infrastructure project;
High level of analytical and numerical skills;
Good attention to detail.Essential:

Minimum of a degree in Engineering, Construction, Quantity Surveying or other related field;
Professionally qualified with chartered or equivalent status;
Substantial proven relevant experience in a Project Controls environment in a Lead role within a Cost or Scheduling team on a major construction project;
Experience of all Disciplines of Project Controls;
Substantial proven leadership experience;
Experience of working in a large integrated team over the full lifecycle of a project;
Extensive experience in ensuring high levels of safety, security and environmental responsibility in a regulated environment;
Experience in the use of industry-standard software, such as Primavera P6, EcoSys and ARM. Desirable:

Substantial proven relevant experience in a Project Controls environment in a similar PCM role on a major construction project;
Experience in the use of an earned value management tool such as EcoSys;
Experience of developing estimates and budgets for major infrastructure programmes;
Experience in the Nuclear sector.

Knowledge of the Nuclear sector, particularly in terms of markets mechanisms and competition;
Understanding of European Pressurised Reactor (EPR) design and experience in EPR operations;
Working knowledge of French and/or Chinese languages an advantage
