As a vital part of NHSScotland NHS National Services Scotland's mission is to support the delivery of health and care services to maximise health impact and efficiencies. We do this by providing a range of specialised support services that enable NHS Boards to focus their efforts on delivering health improvement and patient care. Health Facilities Scotland (HFS) forms the Facilities Directorate of the Procurement Commissioning and Facilities Strategic Business Unit of NHS National Services Scotland. We provide operational guidance and support to NHSScotland healthcare bodies on all facilities topics.
There are currently 45 operational Public Private Partnerships (PPP) contracts operating across NHS Scotland, hosted within 9 NHS Boards, with a capital value of circa £1.3 billion with a total annual unitary payment of £300 million. A significant number of revenue funded Not for Profit Distribution (NPD) and Hub health care projects have been recently added to this portfolio. The post holder will lead the advisory work of all current and future NHSScotland PPP contracts.
The post holder will lead the provision of expert management and advice service to Scottish Government Health and Social Care Directorates (SGHSCD) and NHS Boards on all aspects of the performance management and development of current and planned PPP contracts on programme basis ensuring strategic benefits are planned and delivered working closely with SGHSCD and Scottish Futures Trust (SFT). The post holder will lead and manage the delivery of the PPP Annual Work Plan approved for NHSScotland by the Joint Project Board. He will also lead a PPP Specialist Support Team (SST) in providing technical and commercial advisory services across NHS Scotland to support NHS Boards in ongoing management and review of commercial contracts and in support of future PPP contracts and to ensure that they achieve value for money with full contract compliance.
Educated to degree level or equivalent experience in a relevant discipline with a post graduate qualification in a related field with significant post qualification experience in property asset management, facilities services management and commercial contract management is required. The post holder must also have acquired the required level of highly developed specialist knowledge resulting in achievement of registration of a relevant recognised Professional body.
