Job Role:
The post holder will have lead responsibility and accountability for the following: -
  1. To contribute to, work aimed at maximising legacy opportunities from the London 2012 Olympic and Paralympics Games for residents and businesses within the 6 Boroughs.
  1. To be responsible for the management of effective systems for managing the ESIF budget.
  1. To initiate, develop and manage systems for the monitoring of income, monthly budget monitoring and variance reporting, purchase ordering and accounts payable and performance monitoring.
  1. To provide financial briefings for the relevant Director, that will feed into briefings for the 6 Boroughs Chief Executives and Leaders and Mayors.
  1. To support project managers to ensure that objectives are delivered on budget.
  1. To work across the 6 Boroughs collaboratively with all stakeholders and partners to support good integration of ESIF programmes.
  1. To provide support and financial advice to the 6 Boroughs' Local Labour Brokerages on submitting grant claims and monitor audit systems and procedures.
  2. To ensure operational relationships with funders and partners are maintained to a high standard with timely reports on spend and performance monitoring as required.
Key Tasks and Accountabilities:

  1. To produce regular monitoring information for the projects funded through ESIF and identify any variance to forecast spends and agree any re-profiling with the Head of Employment, Business and Skills.
  2. To check and review the 6 Boroughs' Local Labour Brokerages auditable evidence for projects and assemble data to support grant claims.
  3. To manage the Performance Monitoring Officer in checking quarterly ESIF project progress report (PPR) submissions and reconcile with monthly and quarterly performance target information.
  4. To use and further develop spreadsheets to produce regular performance updates on delivery including the range of training delivered for the period, progression of candidates including the qualifications achieved client destination and job outcomes.
  5. The Project Accountant is responsible for coordinating the submission of ESIF grants ensuring compliance with grant conditions and deadlines. This will require the post holder to work and liaise with London Borough of Hackney Grant Accountants, the 6 Boroughs and the funding bodies such as the EPMU.
  6. To liaise with the relevant managers to support the development of business plans to meet required spend and performance targets, as necessary.
  7. To attend budgetary meetings with the Director of Finance or their nominated officer to discuss progress in the month and forecast approved business plan / delivery plan targets and ensure that they are in accordance with the standards and timetable laid down by London Borough of Hackney Section 151 officer and by the Director of Finance.
  8. To ensure financial operations in relation to procurement, purchasing, invoice management and petty cash are maintained and improved.
  9. To manage close links with colleagues to ensure that programme budgets are realistic and that programmes are delivered within the financial codes of governance of the London Borough of Hackney
  10. To monitor changes in relevant legislation and the regulatory environment and take appropriate action.
  11. To liaise with grant funders and LBH Finance to ensure grant cash flow is properly identified and managed from the Funding Body (RPMU) to the Accountable Body (LBH) to the Delivery Agent.
  12. To arrange and undertake site visits to commissioned organisations for monitoring and evaluation purposes.
  13. To manage the co-ordination and processing of qualitative evaluation data to support monitoring results.
  14. To attend regularly monitoring, management and evaluation meetings with colleagues and stakeholders.
  15. To contribute to periodic grant claim and performance monitoring returns to the EPMU.
  16. To update financial management spreadsheets for budgetary control purposes including preparation of monthly and quarterly grant claims.
  17. To provide the Director of Finance or his nominated officer with financial and performance reports in a timely fashion to enable appropriate management actions to be taken to meet the requirements of external funding programmes.
  18. To ensure all supplier contracts are procured within the agreed LBH procurement framework and standing orders.
  19. To work with LBH to ensure readiness for audits undertaken by internal and external auditors as required by EPMU.
  20. To manage the provision of training for all projects as necessary in financial and performance measurement systems.
  21. To be responsible for developing and maintaining an asset register for projects in accordance with the requirements of the funding body.
  22. To undertake end of scheme arrangements for funded programmes.
  23. To consistently apply the London Borough of Hackney's Human Resources Standards and Equality Standards and to promote equality of opportunity and collaborative working as appropriate across the 6 Boroughs and stakeholders.
  24. To ensure your own continuous professional development by participating in training and development activities as required
  25. To carry out all duties with regard to the provisions of the Health and Safety at Work Act , Data Protection Act, the Councils Equal Opportunity & Diversity Policy Customer Care Policy, E-mail Policy; Computer misuse; Standard orders and financial regulations and Corporate Financial reporting arrangements and Procurement policies and ensure full compliance with these in managing project / programme budgets.
  26. To work evenings and weekends as required.
  27. To undertake any other duties commensurate with the level and responsibility of the post.
Knowledge and Experience:
  • Knowledge of the 2012 regeneration agenda and its potential for transforming East and South East London
  • Knowledge of financial control and management systems and practices
  • Knowledge and experience of European grant funding programmes
  • Demonstrate a working knowledge and commitment to diversity and equality in the workplace and in the delivery of service
  • Experience of managing budgets for projects / grant funding programmes, particularly those delivered by a range of multiple partners.
  • Experience in managing budgets with multifaceted income streams.
  • Experience of designing and setting up robust tracking and monitoring systems for complex projects
  • Experience demonstrating the ability to work accurately with figures and to check grant claims and performance monitoring information against determined criteria
  • Experience of maintaining database and spreadsheets for project monitoring purposes
  • Experience of evaluating and monitoring project outputs / outcomes including working with a range of strategic partners and commissioned organisations
  • Experience of the effective management of budgets, performance outputs and audit preparation for projects and grant funded programmes
Skills and Abilities:
  • Excellent written, oral and presentation skills and the ability to community effectively at a high level with a wide range of audiences.
  • Strong financial planning and process management skills
  • An ability to initiate, develop and sustain partnership activity
  • Ability to prepare management accounts reports and manage financial reporting systems and audit documentation
  • Ability to develop and implement appropriate value for money indicators to measure the performance of the 6 Borough ESIF Programme
  • Ability to provide service in a manner that promotes equality, diversity and collaborative working within the teams/ partnership
  • Ability to prepare detailed and comprehensive reports utilising a range of data source and identify performance improvements required
  • Ability to collate and manage budgetary data from a range of sources
  • Ability to develop systems and processes to manage and deliver required objectives
  • IT literate, MS Office applications
  • Ability to set personal priorities, objectives and deadlines while maintaining a focus on the key service priorities/ accountabilities
  • Personal and professional demeanour which generates credibility and confidence amongst partners and stakeholders
  • Ability to acquire/develop new skills and demonstrate a strong commitment to learning/continuous professional development
  • An ability to operate with sensitivity in a political environment and the ability to recognise the range of sensitive issues that could impact on service delivery
Qualification
  • Ideally fully qualified member of the Association of Accounting Technicians or part qualified CCAB Accountant
