We are looking to recruit a Change Governance and QA Manager, this role is integral to Lead the development of the Change Management Framework, ensuring that it includes the change capability required to facilitate the Charity's strategic change agenda. Based at our site in Leeds City Centre.

What you will be doing

The key responsibility of the role would be to be a proactive and influential member of the Transformation Programme Leadership Team. You will Lead enhancements to and effectiveness of the services provided by the Portfolio Management Office (PMO) in respect of the development and governance of the Charity's change portfolio, ensuring enablement and empowerment of PMO team.

Key accountabilities
  • Work with the Head of Transformation, Head of IT, CIO and the Executive Team to develop the strategic change plan and to influence effective decision making in Change Board
  • Drive the enhancement of the assurance approach to enhance delivery of the Portfolio of Programmes and Projects
  • Develop a change management framework (CMF) that includes both waterfall and agile methodologies
  • Evolve the framework (governance, assurance and methodologies) to be used for delivering new phases and continuous improvement for the Transformation Programme and, when appropriate roll-out the methodology to the wider portfolio of change
  • Collaborating and influencing senior stakeholders within key internal departments - including IT, Finance, Risk and Compliance and Charity Development to ensure an efficient, streamlined approach for successful Programme and Project initiation, delivery and benefits realisation
  • Development and improvement of the PMO function including enhanced service provision and upskilling in respects of portfolio pipeline management, planning, reporting and resourcing
  • Continuous improvement of the Change methodology and PMO service in response to feedback, proactive gap analysis and issue/action identification


  • Managing Successful Programmes (MSP) or equivalent
  • PRINCE 2 and Agile Project Management or equivalent
  • Experience of operating at a strategic level (C Suite) to support the interpretation of strategic objectives into the change pipeline.
  • Significant experience of governance of large-scale change programmes incorporating business and IT transformation.
  • Experience of leading and delivering change programmes including managing across departments and or functions.
  • Wide experience of stakeholder management and engaging with senior executives
  • Experience of coaching and supporting programme / project managers and PMO resources to create high performing teams and individuals

Skills and abilities
  • Capable of using a range of management styles dependent on circumstances
  • Excellent communication and presentation skills both verbal and written, with the ability to articulate complex arguments and quickly gain consensus
  • Able to lead senior stakeholders at pace using an analytical approach and excellent problem-solving skills
  • Possessing excellent stakeholder management and influencing skills at all levels up to C Suite
  • Builds long lasting relationships with gravitas at a senior level throughout the organisation and with 3rd parties, as required
