Services include programme and project management, design and engineering, reactor support, construction, commissioning, operations, maintenance, (radioactive) waste management, decommissioning and clean-up.We have consistently delivered value and innovation to technically challenging and complex nuclear and environmental-related projects by offering multidisciplinary capabilities, technical expertise, proven processes and a commitment to regulatory compliance, health, safety and quality workmanship.Role Outline/Responsibilities:Client Overview:Jacobs are currently tendering a package of works to install access equipment into the new nuclear power station at Hinkley Point C.Applications are invited for the role of Capture Manager to coordinate the tendering process of 4 distinct packages of works, taking the access equipment from a storage location operated by others, to deliver onto site, carry out an installation applying protection to the asset on completion. Including for mechanical, electrical and control installation of the assets and associated components, commissioning and maintenance of the asset until handover to the client. The project encompasses the full spectrum through Design, Implementation, Commissioning and Maintenance. All disciplines, Mechanical, Electrical, C&I, Civils & Construction.Role Overview:The Capture Manager will co ordinate the bid process, from initial enquiry through to submission of the bid, ensuring all facets identified are in place for the business to deliver the project to site should an order be received.Project(s) Overview:Includes engagement with suppliers, agreement of delivery methodology, establishment and assurance of quality plans, review of risk and method statements, preparing and ensuring all work documentation is in place, factory acceptance testing, general support to delivery execution and commissioning throughout the bid process.Scope:The Capture Manager will co-ordinate the bid process, interfacing with the client to receive the tender document, passing to the estimating manager and ensuring an estimator is allocated to the project.Derive a bid program identifying all of the key steps and influencers within the process.Ensure obstructing issues are identified early and steps implemented to remove issues obstructing progress.Arrange a constructability review, inviting relevant parties from both practical trades and a technical capacity, including input from HSEQ.Formulate actions from the review and close out the issues, distributing information to the relevant parties.Identify the project resource requirements and formulate a strategy for delivery of the resource requirements for the project, being either direct labour employment or an amalgam of some direct labour and some sub contracted delivery based on a labour histogram developed for the project.Identify a plant schedule to identify any specialist plant required on the project and also detailing the plant requirements of the project, provide a schedule of the plant requirements with indicative costs and durations to the tender team.Identify the commissioning requirements of the project, including carrying out a review with the commissioning manager, develop a commissioning strategy document and integrate the requirements with the bid team.Identify the maintenance requirements of the project, including carrying out a review with the relevant parties to identify any issues, develop a maintenance strategy document and integrate the requirements of the strategy with the bid team.Carry out regular progress review meetings with the bid team, identify actions, distribute minutes of the meetings and close out actions from the meetings.Track the progress of the project against the bid program and highlight any issues preventing the project from progressing through reporting to line manager for escalation procedure to be implemented.Take issues raised by the bid team, formulate where necessary into an RFI and submit to the client.Create an RFI register, log and record the RFI's submitted and responses to the RFI's issued by the client tracking the response against the allocated timescales within the contract enquiry documentation, highlight any difference in response time to both line manager and the client team.Identify packages of specialist works and notify the bid team of the packages.Develop tender enquiry documents and engage sub contract suppliers to provide estimates of the specific packages, hold review meetings with the sub contract companies to ensure the whole scope is captured identify any omissions and exclusions from the scope to identify the best value offering from the supply chain, then relay this information to the bid team.Identify any specific HSEQ issues, engage HSEQ professionals to derive a solution to any issues identified.Formulate the requirements of the CDM from the bid and ensure they are costed within the returned tender.Engage technical specialists where required to support delivery of the bid process.Formulate a fully populated risk register in support of the bid.Derive the quality documentation to support the bi process and develop the quality management strategy for project delivery.Track the bid against the requirements of the invitation to tender document to ensure a compliant bid is submitted.Carry out a review of the bid documentation to ensure the bid is complete prior to the submission.Ensure the bid is returned on time and to the correct location in the correct format as specified by the client.Co ordinate a tender handover meeting between the bid team and the project delivery team Essential Traits:• The candidate should have good leadership qualities, be highly motivated, well organised and capable of working within a closely-knit team.• They need to be able to respond well to the demands of working in the nuclear sector.• They need to be able to communicate, build relationships, be proactive and be part of a team.• They need to be technically competent to understand the issues of a multi-disciplined delivery.• They need an understanding of CDM• Strong HSEQ and demonstratable track record of leading HSEQ.• They need good communication skills both written and oralResponsibilities: The Capture Manager role may vary depending on the specific assignment undertaken but would typically involve the activities below: 1. Identifying, implementing and complying with applicable safety, environmental and quality standards, company procedures and policies and other relevant legislative and regulatory requirements. 2. Support the Project Manager with day to day activities required to deliver work in line with the project plan including safety, quality, schedule and cost objectives. 3. Facilitate and chair meetings as required by the Project Manager. 4. Prepare and maintain engineering documentation including Quality Plans and other documents as required. 5. Ensure production of technical specifications and support the process of contractor selection and contract placement. 6. Review technical documentation including contractor's documents and drawings when authorised to do so. 7. Ensure technical queries are managed in accordance with process and procedures. 8. Carry out technical appraisals of project options. Perform feasibility studies, site surveys and liaison with designers and station engineering staff as required. 9. Prepare Engineering Changes and manage the preparation of supporting and affected documents. 10. Prepare commissioning documents and act as test team leader where appropriate. Accountabilities: To the Project Manager for: • Delivering allocated roles and tasks in a safe manner to the specified functional criteria, goals and objectives, compliant with appropriate legislation, Project Procedures and within the approved project baseline, scope, cost, schedule and quality requirements. • Early identification of issues and/or concerns that either have the potential or will impact the project baseline. • Providing accurate and timely information, data and reports regarding the project status, activities and performance. Authorities: Approvals of the Capture Manager (Technical) in principle are as follows: • Approval of technical reports, contractor's documents and drawings within agreed limits and specifically excluding documents needing EDF technical review. • Ensure that technical queries are approved within agreed limits. Reports to: Project Manager Notes:Note1: This job description is not an exhaustive list of the responsibilities & activities that the job holder may be required to undertakeNote2: Expected to attend client site and Barton office during normal working hours Monday to Friday - 40hrs per weekNote3: Please provide travel plan to site to undertake this role / salary expectation / current notice period on Cover Letter with this application Qualifications Essential:• Degree qualified engineer, HNC minimum level qualification with relevant work experience - Electrical / Mechanical / EC&I good understanding of civil construction tecniques.• Knowledge of Health & Safety legislation including Construction Design Management and Health and Safety at Work Act - preferable with IOSH & NEBOSH quals.• With APSA and EC rights to work • Previous experience with fire alarm installations, power distribution LV and ELV, hydraulic and pneumatic systems, access control systems and conversant with different welding techniques.• Strong understanding of the need for Quality within the project environment and familiarity with the use and structure of Quality Assurance documentation.• Must be well versed in the preparation of reports and information.• Suitable relevant project experience within engineering/construction projects, including the application of project management processes.• Suitable relevant technical experience including the preparation of technical documentation, the review and approval of technical proposals and procedures, experience of construction, testing and commissioning activities.• Experience of Engineering in a project and operational environment. • Good organisational and time management skills.• Excellent communications skills & interpersonal skills, including questioning for clarification and establishing of facts, observation and active listening.• Ability to cope well under pressure & work within tight timeframes,• Clear decision-making ability with the acumen to judge complex situations & assess when to escalate issues.• Self-motivated, able to work on own initiative and as part of a team.• Proficient in MS Office.• Fluent English - written & verbal.
