Job Role:

The Financial Controller will lead a single UK Research and Innovation Financial Accounting Team. They will coordinate the team to deliver all statutory, regulatory and public sector financial reporting and control requirements. The Financial Controller will ensure that appropriate structures, policies and processes are in place to support the Accounting Officer in fulfilling their duties.


• Oversee the delivery of high-quality, accurate and timely statutory Annual Report and Accounts for UK Research and Innovation and for the Research Councils' Pension Schemes (RCPS);

• Oversee delivery of key external regulatory and internal reporting requirements, including submission for the Whole of Government Accounts, returns to the Office for National Statistics, reporting to the European Commission and publication of transparency reporting mandated by Cabinet Office;

• Own and manage the fixed asset register ensuring robust financial management of the asset base and work with the business partners to collectively manage capital spend and delivery of annual outturn targets;

• Oversee and be responsible for the Cash Management Strategy to deliver strong performance against cash forecasts required by HM Treasury;

• Establish, embed and sustain a strong financial control environment in both UK Research and Innovation and the RCPS;

• Oversee UK Research and Innovation's foreign exchange arrangements, ensuring that hedging is undertaken where appropriate and in accordance with HM Treasury policy;

• Be responsible for ensuring that UK Research and Innovation complies with all relevant tax legislation and requirements and has access to expert tax advice;

• Responsible for accounting for a total budget of £6bn per annum for UK Research and Innovation and accounting for the RCPS with over £3bn pension liabilities;

• Lead and motivate a team of finance professionals ensuring it has the skills, flexibility and agility to deliver in a changing environment;

• Lead the engagement and relationship with the National Audit Office and the Government Internal Audit Agency, building excellent working relationships, credibility and respect;

• Provide expert professional advice to the UK Research and Innovation Audit, Risk, Assurance and Performance Committee as required;

• Collaborate and work closely with the Management Reporting and Finance Business Partnering teams to deliver an industry-leading financial service which supports delivery, innovation and a culture of excellence;

• Review, identify and embed best practice policies, processes and protocols to improve financial accounting efficiency and enhance internal controls, ensuring that the organisation is able to manage financial risk effectively;

• Play a key role in setting the implementation of the future Finance system solution and the programme to deliver the requirements.

• Excellent interpersonal skills, able to build, influence and maintain strong working relationships with a wide range of stakeholders at all levels both internally and externally

• Ability to communicate complex financial matters to non-financial staff at all levels and instil confidence

• Ability to work across organisational boundaries

• Strong technical financial skills gained in a complex organisation

• Good understanding of integrated financial ledger systems and experience of their practical application within large organisations


• Understanding of Public Sector Finance requirements

• A strong understanding of international financial reporting standards and their application
