MMP Consultancy currently have an opportunity for an Electrical Manager to join a Local Authority based in Hammersmith (West London). This will be an initial 6 month contract paying £220p/d inside IR35.

The scope of work is ECIR's/ PPM/ Door Entry/ Warden Call & Contract installations. Budget responsibility is £5M.

Job Purpose

1. To lead in maintenance and provide without exception health and safety compliance of all Electrical works and associated Contracts within the economy department portfolio. Control all capital schemes and other PPM programmes of works, ensuring contractors are compliant with the terms of their contracts and works are delivered on time, within budget and meet agreed Key Performance Indicator targets.

2. To ensure customers are consulted, including statutory leasehold consultation, about the programme of works to deliver high levels of customer satisfaction in relation to the improvements to be delivered.

3. To work in conjunction with the Head of Mechanical and Electrical, Principal Manager Business Intelligence and Asset Manager to develop and update my clients Asset Management Strategy


Service Responsibilities

* Act as Contract Administrator for Planned Preventative Maintenance works to ensure effective contractual and technical monitoring of contractors performance.
* Lead a team to deliver planned works programmes to the housing stock including:
o carrying out site and post inspections,
o assessing and authorising requests for variations and payments
o monitoring contractor's performance and budgets and reporting on progress.
o preparing budgets for works programmes
o preparing project inception documents and tender specifications
o agreeing final accounts.
o preparing payment certificates in accordance with contractual requirements
* Provide, professional, technical, and contractual advice pertaining to Planned Works, Contract related Law in relation to the formation of contracts, contractual disputes, arbitration or litigation including undertaking the role of professional or expert witness at hearings, adjudications and legal proceedings etc.
* Produce reports for Committees and internal and external stakeholders as required.
* Manage, co-ordinate and integrate the input from specialist associated disciplines on multi- disciplinary projects and to verify the adequacy and competency of those inputs in order to deliver complex projects or programmes of work.
* Contribute to the development of future planned programmes of works and asset management strategies/plans and report on progress of current planned programmes
* Ensure effective consultation on future and existing planned programmes of works is undertaken and that the contractor's resident liaison function meets diverse customer's needs in the preparation and delivery.
* Ensure all works undertaken comply with statutory leaseholder consultation requirements to ensure all leaseholder contributions are legally enforceable and that leaseholder enquiries relating to works undertaken are effectively dealt with.
* Ensure accurate and robust cost data is supplied to Leasehold Management for consulting and billing on planned works programmes.
* Develop and implement Quality Assurance systems/procedures/processes that are relevant, reflect current practice and are kept up to date.
* Ensure that all duties in respect of CDM are fully met in relation to applicable one off projects and ensure that partners are competent to carry out their responsibilities under CDM legislation.
* Lead on preparation of specifications and tender documentation for inclusion in one off capital projects and planned preventive maintenance of works, ensuring that specifications prepared are consistently of a high quality standard.
* Ensure effective performance management of consultants including external Quantity Surveying engaged to carry out services in supporting work in the division.
* Maintain up to date knowledge of all relevant legislation, regulatory requirements, policy and best practice relating to Planned and Preventative Maintenance and ensure that it is translated into action.
* Contribute to the development of policy, practice, procedures and service planning for Asset Management and Property Services and lead or participate in projects, working groups, service developments, audits and reviews as directed.
* Prepare test installations in accordance with current regulatory standards. On completion of each project, supervise final testing and commissioning of the works in compliance with current standards.
* Commission specialist technical reports, review recommendations arising and prepare summary report with recommendations.
* Use specialist tools and test equipment, ensuring that it is maintained in a good condition and calibrated in accordance with manufacturer's regulations.
* Maintain and improve standards of lift engineering services design and refurbishment work for my client
* Maintain and update relevant Quality Assurance systems/procedures/processes.
* Ensure effective business support is provided to the team
* Build and maintain effective and productive working relationships with service managers, colleagues and external partners.
* Represent the Directorate at Council, Committee, Forum and external meetings on matters relating to the service area.
* Ensure that key operational risks are identified and reviewed on a regular basis and controls are put in place to mitigate and reduce the risks
* Carry out other duties commensurate with your grade and directed by manager.
