Our client is looking for Lead manager this role is to bring education practitioner and leadership skills and knowledge to the role and to the development work involved ensuring that change supports improved outcomes for children and young people with special educational needs.

To work with stakeholders including senior leads in education, parents and carers, and key provider and commissioning leads from health and social care to shape change.

To design and deliver as required consultation, surveys and development of options to enable systemic change and prepare reports to the Cabinet, Children's Trust Board, Lead Member, Commissioning Leadership Team, and Central Government.

The role

* To lead on the best positioning of resources available centrally to support the deployment of external specialist education services

* To be the SEND lead manager for the implementation of the further education/pathways to employment programme for young people with SEND

* To lead on and work with finance and sufficiency leads to implement the specific development work on top up/ banding methodology and transition to a revised financial allocation system

* To work with the minimum level of supervision and reporting to the Strategic commissioner for SEND.

* To work closely with the internal and external partners to promote access and provide differentiated information, advice and guidance and ensure internal and external relationships are strengthened through networking and partnership building.

* To support the Head of Education Services in delivering the Council's priorities

Knowledge and Experience

* Experience of developing synergies and partnerships within an organisation and with external partners.

* Management experience in the education sector.

* Demonstrable experience of leading best value reviews and change management

* Knowledge and experience of the financial regulations and of operational models for high needs funding.

* Demonstrable and significant experience and knowledge of special educational needs statutory requirements pertinent to the delivery of the assigned outcome.

* Demonstrable evidence of successful problem solving and effective decision-making within education settings.

* Knowledge and experience of the statutory assessment process and how it links with improving outcomes.

* Strong verbal and written communication skills.

* General management skills to drive services and ensure that the strategic direction of the Council is effected on a value added basis.

* Experience of resource management and associated accountability for cost effective outcomes.

* Demonstrable evidence of working with providers, nurturing relationships, providing challenge and promoting successful change.

* Innovative and able to recognise and develop the potential for doing things differently.

Qualifications required for this post:

* Degree level or equivalent management qualification or previous relevant experience.

* Qualified Teacher or qualified lecturer status (desirable).

* Qualification as a Special Educational Needs Coordinator or post-graduate degree in special educational needs (desirable).

* Accredited or recognised training in commissioning (desirable)
