Purpose of Job

Working in s a new service block within the Council that acts as the managing agent for all the Council's existing land, property and infrastructure assets. Some of these services will be directly delivered by others will be delivered through sub-contractors such as repairs and maintenance refuse street cleaning etc.

The Property Management & Capital Delivery function is responsible for maintaining the Council's, and other client's (such as Reside), portfolio of assets so that it maximises any return on investment and supports the strategic goals (e.g. the Borough Manifesto). Within this function there is also a team of professional experts sitting within this unit that provide specialist advice and guidance.This role is responsible for the management of electrical equipment and assets within the borough and providing expert advice to My Place and the wider Council, as well as ensuring that the Council is meeting its statutory duties in relation to these assets.

The role also involves writing specifications for electrical works, tendering and all contract administration duties including financial. Work will include, but not confined to, Major and Minor Maintenance, Refurbishment and Alterations, Small Extensions and New Build and the like

Main responsibilities:

1. Delivery of electrical repairs, maintenance and new build works to My Place assets. This will include school buildings, commercial property which is leased out by the council, as well as housing stock.

2. Lead and co-ordinate emergency situations which are related to electrical equipment and maintenance and participate in emergency call out duty with other staff at this level

3. Support Electrical Maintenance and Street Lighting Contracts, including renewal and developments by acting as the in-house expert.

4. Contribute to My Place's Asset Management Strategy, including preparation/evaluation of investment options, cost modelling and work programmes, and providing estimates for the completion of works.

5. Carry out inspections and surveys of electrical installations and make recommendations based on findings.

6. Write specifications for electrical works, tender for the works and carry out all contract administration duties including financial.

Service Delivery

1. Work with key stakeholders and contractors to support the specification of electrical (and related) building components and ensure life cycle asset management optimisation. This will include working closely with the council's regeneration specialist, BeFirst, as they progress the development of assets and/or large-scale refurbishment works.

2. Undertake electrical building services, plant, equipment and systems related survey work, inspections and subsequent reporting. This includes carrying out comprehensive surveys (including site-surveys), as well as advising on, specifying and preparing planned and cyclical maintenance programmes for My Place built assets. It also includes preparing detailed schedules of work, feasibility studies and cost estimates.

3. Manage the production of programmes for routine and non-routine maintenance works

Experience required includes:

Minimum 5 years' experience working as an Electrical Engineer with a thorough understanding of the operation and maintenance of a wide range of electrical equipment and systems.

Experience of producing detailed technical reports and specifications.

Experience in delivering Capital Projects and Planned, Cyclical and Renewal maintenance programmes
