12 month FTC (possibility of extension for further 6 months)

Our purpose is to protect the public by regulating all dentists and dental care professionals working in the UK.
Job Purpose
To deliver effective procurement strategies and policies within required performance indicators, ensuring that all General Dental Council procurement complies in full with Public Contracts Regulations 2015 and that best value for money is obtained.
Responsibilities
• To lead on all procurement issues including the negotiation of key contracts (including reviews), service level agreements and the quality control of our key contract review meetings.
• To deliver the Procurement Strategy, managing the Procurement Policy and procedures and ensuring effective legislative compliance by the organisation.
• Maintain best practice to achieve procurement excellence and efficiency savings, ensuring that it is understood, valued and followed by colleagues.
• Lead change management programmes on procurement and provide procurement leadership to managers to effect continuous business improvement, achieve best value for the Council and secure efficiency savings through effective contract management.
• To provide procurement expertise and leadership to Finance colleagues on the management of the Purchase Order system, to ensure that its use and reporting is maximised, to achieve best value purchasing.
• To be responsible for ensuring that Council policies on equality and diversity are embedded within the procurement system.
• Negotiate and monitor contracts to ensure that legal requirements and best value for the Council is obtained.
• Maintain and develop, where necessary, regular reporting to advise the Executive of the organisation's adherence to procurement policies and procedures, including the preparation of exception reporting for the Audit and Finance Committees.
• The role holder must maintain a high level of professionalism, which will entail keeping abreast of new relevant developments and legislative changes, and be willing to undertake any training courses to improve his/her expertise for the role.

Person Specification
• CIPS qualified to Foundation level or recognised Purchasing Qualification (desirable)
• Experience of procurement management in a Public Contracts Regulations 2015 compliant environment, including detailed knowledge and experience of public sector and EC tendering procedures and associated legislation, with a comprehensive knowledge of contract law.
• Experience of leading strategic procurement projects within a similar environment, dedicated to providing detailed goods and services contracts, involving drafting tenders, negotiating and establishing contracts, and undertaking the commercial evaluation of complex tender bids.
• Record of achievement in securing efficiency savings through effective contract management.
• Understanding of PRINCE II methodology.
• Formulates and articulates a vision for the organisational procurement policy in line with the organisation's corporate vision.
• Communicates the strategic objectives for procurement, in accordance with the organisation's overall business plan, and expresses them in terms which are meaningful and motivating to staff.
• Influences without line management authority to ensure best practice is adhered to.
• Formulates plans on long-, medium- and short-term bases to meet a business area's objectives.
• Builds and maintains effective relationships with key internal and external stakeholders and customers.
• A demonstrable commitment to equality and diversity.
