JOB SUMMARY

The FM Department are seeking to boost their FM and engineering expertise by recruiting a Site Engineering Manager. The post holder will actively support the FM manager to ensure all process engineering projects have specific expertise offered through to completion, championing and executing engineering quality as appropriate.

The post holder will be responsible for providing reliability advice to the PHE Colindale site. They will ensure all engineering systems are operated and maintained safely and remain compliant and operable with all relevant legislation and regulatory requirements.

In addition, the post holder will actively support the Independent Critical Alarm System (ICAS) to manage the systemic monitoring of safety critically controlled environments, plant and equipment.

The post holder will be responsible for ensuring compliance with PHE and departmental quality systems and will be the department's representative at regular quality meetings with GxP, non GXP facilities across the Colindale site. A key responsibility will be ensuring compliance with the engineering change control process for Public Health England and the Principal Maintenance Contractor.

MAIN DUTIES AND RESPONSIBILITIES
  • Responsible for the authorising and reviewing of SOPs and associated documentation.
  • Ensure that all works are controlled using the appropriate quality systems, including Non Conformances, CAPAs and Change Control / Engineering Change Control procedures.
  • Work closely with the Facilities Manager to ensure the relevant quality systems are adhered to at all times.
  • Represent the function at support audit related activities related to engineering systems both internally and for external customers, HSE and Home Office audits. Special attention should be paid to the QA requirements.
  • Provide a fully compliant audit process continually, including on the Principal Maintenance Contractor and the Facilities Management Department.
  • Update the management team of legislative changes and their impact on operational activities.
  • Ensure all engineering quality standards and legal compliance is upheld across Public Health England.
  • Oversight of all works for Control and Instrumentation Systems including maintenance and system modifications.
  • Support audit related activities paying special attention to the QA requirements
  • Monitor all engineering works to high containment facilities to ensure the works are compliant with all regulatory requirements.


COMMUNICATION AND KEY WORKING RELATIONSHIPS

The post holder will be required to:
  • Maintain constructive relationships with a broad range of internal and external stakeholders
  • Participate in relevant internal and external working groups / projects, services and initiatives to provide, information and analytical advice and expertise.
  • Present information and issues, to a wide range of internal and external stakeholders.
  • To liaise with and monitor contracted service performance for compliance with relevant legislation and regulatory requirements.
  • Report against KPIs relating to quality information and principal maintenance contractor.
