Southend Borough Council's Department of People is looking to recruit a bright and forward thinking Senior Data Analyst who has some experience in Public Health, Children's Social Care or Adults Social Care data. The post supports the Department of People performance management, data analysis and intelligence and data processing functions which in the main relate to Public Health and Adult Social Care themes. The post is also responsible for the completion of statutory returns and the support for the publication of statutory documents.

The primary role of a Performance Analyst is to collect, organise and study data that provides business insight. Data analysts are typically involved with managing, cleansing, abstracting and aggregating of data, and conduct a range of analytical studies on that data. Analysts work across a variety of projects, providing technical data solutions to a range of stakeholders/customers across the department.

There will be strong links and regular communication with senior officers to maintain and develop operational and strategic performance. You will also review performance frameworks to assist in continued service development and improvement. Working with others will also focus on providing a proactive, effective service that supports the department and its customers. When required, the post holder will need to deputise for the Data, Performance & Information Manager.

The successful candidate will be responsible for developing performance functions and bringing new and innovative ideas to help improve the use of data intelligence and encourage efficient ways of working. The expectation of senior performance analyst is to manage and direct a team of analysts to produce and deliver excellent quality data services including analysis that is innovative and "outside of the box".

There should be a strong knowledge of different research methods and statistical analysis e.g. awareness of statistical testing, modelling and bench-marking. Advanced knowledge of Microsoft Excel is crucial and experience using software such as Business objects, SSRS, Tableu, Power BI, SPSS would be advantageous. Experience using SQL and VB would also be a bonus. Candidates should have a qualification (ideally a degree) or demonstrable background in mathematics, statistics, engineering, pharmacy or other similar field.
