Our client develops and manages collaborative procurement projects on behalf of its members including acute, community and mental health trusts, as well as CCGs. It has a number of members outside of London.

This role requires the postholder to manage collaborative procurement within the normal NHS membership but also working with other public sector bodies, advising and managing their procurement processes to deliver benefit to the wider public sector. The organisation will continue to develop as a centre of commercial excellence that delivers significant and sustainable cost and service improvements to all stakeholders primarily in the London NHS economy but also outside London. There are around 46 organisations within the membership along with CCG's.

They require a Procurement Officer to lead sourcing strategies on behalf of all members advising the local procurement teams and stakeholders of the best route to market to meet their objectives.

The post holder will...
  • be an expert in procurement and will develop in-depth category knowledge allowing them to advise stakeholders and the best way to structure contracts. These contracts can be significant in value - up to £100m.
  • be expected to provide advice to senior managers, Directors and customers and provide professional advice to suppliers on compliant procurement processes.
  • have a detailed understanding of EU and UK Procurement Law will be required which will have been obtained by masters or equivalent training.
  • support the development and delivery of sourcing strategies for Member non-pay spend.
  • carry out Tender and supplier contracting initiatives as directed by the Procurement Associate Director.
  • be using specialist analytical techniques and software, support the delivery of year-on-year cash and cost avoidance savings.
  • be a point of expert knowledge with regard to third-party spend in particular areas of business. This to cover suppliers, Members and spend categories.
  • be the point of expert knowledge with regard to contracts in particular areas of business. Coordinate and support ongoing, related, supplier performance management with suppliers and Members and actions to improve contract performance and productivity.
  • contribute to the production of the annual sourcing work-plan to meet key strategic objectives in line with Member work-plans.
  • work in association with the Procurement Associate Director to liaise with Members to review overall spend & identify, obtain & record signed contracts.
  • develop strong customer/ stakeholder relationships in order to meet customer requirements by demonstrating best value for money, compliance with category priorities and contracts, and by actively managing the market place through supporting the Procurement Associate Director in the development of key strategies for supplier and contract management.
  • undertake Strategic Sourcing activity to deliver value for money for all Members including:
  1. Managing pre-procurement activity e.g. prepare pre-qualification documentation, specifications
  2. Selecting suppliers to participate in Requests for Quotation / Invitation to Tender, mini-comps, etc.
  3. Selection Questionnaires (SQ's) and Publishing tenders (ITT)
  4. Managing tender returns & evaluation
  5. Making award recommendations/approvals and notifying decisions
  6. Finalising contract documents and awards
