Purpose of the Role:
·To support the Head of Finance - Capital and Projects in developing the overall financial framework for ensuring viable, value for money and timely investment in housing and estates whether this be through development or purchase of existing homes or land.

·To contribute to the HRA financial strategy ensuring the appropriate balance between investment in new/additional housing/land, in existing stock and services.Undertake options appraisals for opportunities for the HRA to take forward schemes on General Fund land or development or to purchase homes direct from developers including the Meridian Water development.

·To provide financial support to development and regeneration staff to:

oreview the viability and value for money of development schemes ensuring schemes comply with the overall financial framework for the HRA and grant conditions include RTB and GLA funding criteria;

oreview proposals for estate regeneration schemes to maximise viability including undertaking scenario modelling on tenure mixes and phasing;

omaintain an awareness of the housing development industry including assumptions around costs, market conditions, alternative/additional forms of financing and how these can be used to maximise housing supply;

oprovide finance implications on all reports for governance purposes;

oattend the monthly Regeneration Board to provide pro-active advice on financial implications of the progress with the programme and to provide a report on the monitoring of schemes;

oassist in the submission of and understanding of bidding documentation to the Greater London Authority and any other funding providers

omanage the monthly financial monitoring of the schemes

oliaise with developers regarding the financial aspects of contracts and development agreements, overage statements, etc

ooffering innovative financial solutions to the delivery of projects in a constrained budgetary context

oclosing the accounts annually for all schemes completed or in progress, ensuring that assets are correctly recognised, schemes are correctly funded, etc
  • To provide robust and clear financial advice to senior stakeholders, presenting information to committees and governance forums as required (e.g. Council's Cabinet, Executive Management Team, Departmental Management Team) on all financial matters associated with the schemes and overall programmes.
  • Working with the Head of Finance (Projects and Capital), to play a key role in the development and implementation of Council wide financial strategies and procedures, in particular the preparation of the Council's statutory accounts, revenue and capital budgets and the Medium-Term Financial Plan, and to contribute to the continuous improvement of the Council's overall financial administration, management and performance.
  • The post holder will be expected to identify innovative solutions to difficult financial problems and to work unsupervised on a wide range of complex financial and service delivery issues requiring lateral thinking and analytical skills. To actively seek continuous improvement and increased efficiency in the delivery of the service.
