THE NORTHERN LIGHTHOUSE BOARD

CO-OPTED COMMISSIONER - NON-EXECUTIVE BOARD MEMBER

The Northern Lighthouse Board (NLB) is seeking to appoint a suitably experienced individual to join as a Non-Executive Director (Commissioner). This is a unique role, which offers the exciting opportunity to contribute to the strategic leadership and governance of NLB in the delivery of a critical safety service to all mariners.

NLB is a highly respected leader in the provision of Marine Aids to Navigation and is the General Lighthouse Authority responsible for the management and provision of around 400 Marine Aids to Navigation in Scotland and the Isle of Man. NLB is designated as a Non Departmental Public Body (NDPB) to the UK Department for Transport.

The Board of Commissioners and its subordinate Managing Board and Committees meet in Edinburgh and occasionally Oban and Commissioners are required to visit Lighthouses and other Aids to Navigation throughout Scotland and the Isle of Man by road, sea and air, sometimes in adverse weather.

Co-Opted Commissioners serve for a three-year term with the option of renewal subject to performance.

The successful candidate is expected to take up their appointment in April 2020 with a time commitment of approximately 20 days annually, including time at sea, on NLB business.

Remuneration of £10,299 is payable which is not superannuable.

The appointee will serve on the Navigation Committee as a Navigation Assessor and therefore must be a qualified Master Mariner (or Royal Navy equivalent) and possess an understanding and appreciation of contemporary navigational practices, procedures and challenges. Knowledge and experience of operating in Scottish and Manx waters would be advantageous.

In addition the successful applicant will have some or all of the following attributes:

* Senior Executive and/or Non-Executive experience at Board level.

* An understanding of the functions and responsibilities of a public service organisation and the associated standards required.

* An ability to bring independent judgement to bear on key strategic issues

* A demonstrable interest in Scottish or Manx maritime heritage and maritime affairs generally.

* Knowledge and understanding of working with central government.

As Board members Commissioners are required to adhere to The 7 Principles of public life issued by the Committee on Standards in Public Life. The Northern Lighthouse Board is committed to the principles of public appointments based on merit and is committed to diversity and equality.
