Source - Purpose of the JobThe Restoration and Renewal Programme (R&R) has been established to tackle the significant work needed to protect the heritage of the Palace of Westminster and ensure it can continue to serve as home to the UK Parliament in the 21st century and beyond.Given the poor condition of the fabric and systems of the Palace, the House of Commons Commission and House of Lords House Committee agreed that a major programme of restoration and renewal work must be carried out to protect and preserve the legacy of the Palace for future generations.The role of Quantity Surveyor is to support the R&R Programme and procurement function in undertaking procurement actions required to inform the development phase, from procurement planning up to and including contract formation. The Job Holder will also be expected to perform subcontract administration duties during the life-term of each of the contracts; specifically, payments and contract notices.Key AccountabilitiesThe Quantity Surveyor will support the Senior Quantity Surveyor in delivering procurement and subcontract administration activities to support the delivery of the R&R programme.Key ResponsibilitiesAssisting in managing the procurement process from end-to-end for a variety of services and works, including:Assisting in delivering procurement solutions to deliver effective, value-led procurements in response to procurement pipeline, in accordance with PCRs2015 and internal procedures.Assisting to develop tender documentation in compliance with either Parliamentary or Jacobs requirements, including existing framework call-offs.Liaising with requestors and other functions in development and approval of tender/contract documentation.Assisting in management of tender process, including query/clarifications, tender interviews, negotiations.Where appropriate engagement with supply-chain.Contract formation and engrossmentAdministering of services/works contract agreements whether by call-off from existing arrangements, stand-alone contracts or new Frameworks, including:Ensuring prompt payments in accordance with the agreements. Issuing of contract notices as required by agreements Qualifications In order to provide the appropriate level of technical experience candidates key attributes are required to include, as a minimum:Experience in communicating effectively in both oral and written forms to internal project parties and external bodies/wider supply-community.Experience of procuring services and/or works contracts within a regulated environment.Able to work within time-constraintsCommunication, relationship management and presentation skills, where influencing skills are paramount.Experience of working within an assurance (review/check/approval) system for deliverables.Experience of NEC3 contract administration.The candidate shall be CIPS or RICS qualified, or working towards a professional qualification.Ideally possess knowledge of Jacobs administration systems, such as iProcurement.Management Responsibility (If Any)None at this stage. It is likely that the Procurement function will expand as the project develops and the Job Holder is expected to demonstrate management capability.Location This post will
located on the Parliamentary Estate, Westminster, London.SecuritySelected candidate will be required to successfully complete pre-employment checks.
