My Client, A North London ALMO is seeking a Technical Contracts and Compliance Manager for a 6 Month contract

The Main Purpose of the Role

To advise and support the Head of M&E Services in managing a professional service in the design, repair, maintenance, improvement, alteration and renewal of the mechanical and electrical/electronic engineering installations in the housing stock.

To be responsible for a budget of up to ten million pounds.

To lead and manage on the delivery of the highest possible level of Technical and Compliance work in the following related specialist teams.

(1) Electronics team is responsible for Door access systems, CCTV Fire alarms/emergency lighting systems and Digital TV IRS systems etc.

(2) Water hygiene team is responsible for Legionella control etc.

(3) General electrical team is reasonable for general electrical issues Inc. installations, Lightning protection and mobile phone masts etc.

(4) Mechanical team is responsible for ventilation systems, wet and dry riser and other fire fighting equipment. Sewage and pumped/boosted water systems etc.

The roll is as follows:

Responsible for the effective leadership, support and motivation to Technical Officers, Administrative and Specialist Staff, ensuring all staff are recruited, trained, managed, appraised and developed in accordance with internal and statutory procedures in an effective and sensitive manner.

Responsible for all work carried out by the section is properly programmed, recorded and controlled, and to ensure the capital programme and revenue objectives are achieved.

Responsible for ensuring that all work is properly recharged to client departments, and to ensure that an adequate fee recharge is generated by the section.

Responsible for all work carried out by the section and that it complies with the ALMO's financial regulations and standing orders and that the ALMO is protected against reputations or financial damage.

To deal with urgent or emergency situations that require a creative and innovated solution.

To represent the service at internal and external meetings, including public meetings, as appropriate.

To write reports and present them to committees, and panels and Board Members, where appropriate.

To be aware of, and keep up-to-date with, technical developments relative to the work of the section, monitor and analyse its effectiveness.

To be reasonable for specialist's functions on behalf of the service as a whole. For example, in areas such as: -

(iii) Contractual arrangements and conditions.

(iv) Training

(v) Office procedures and standing orders

(vi) Legal matters

(vii) Marketing

(viii) Liaison with other authorities

To monitor policy on technical matters relating to work of the service and advise on the need for policy changes in the light of technical developments/legislation, changes/revisions to British standards, regulations and codes of practice.

To be responsible for the effective analysis and reporting on contractors' performance on inspections and lead on any strategic changes.

Provide professional and technical advice to other departments

Lead on Mechanical/Electrical building related matters.

Day to day management:

Preparing, describing and illustrating proposals including assurance that the costs of meeting them will fail within acceptable limits.

Present reports on schemes/products, the estimated cost and timetable for the approval of the client service and committee

Approve detailed designs, incorporating any design work done by consultants, nominated sub-contractors and suppliers.

Obtain quotations and other information from nominated sub-contractors and suppliers.

Advising on the contract and the selection and appointment of the contractor.

Obtaining and advising on tenders. Reporting tenders to committee.

Arranging possessions of the site, checking insurance, bonds etc.

Make periodic visits to the site as necessary to inspect the progress and quality of the work to determine if the work is proceeding in accordance with the contract documents

Be responsible for Issuing certificates and other administrative duties under the contract, directing and controlling of the finalisation.

Essential Skills & Qualifications required:

A corporate member of an appropriate professional institution

Qualification in environmental engineering or extensive appropriate experience.
  • Substantial technical experience including design, working drawings, contract administration of a variety of building types.
  • Experience of successfully leading M&E team and of achieving good quality work
  • Ability to undertake project leadership responsibility for large and complex buildings and to lead a group of professionals
  • Experience of representing the service; production reports and presenting to client officers and committees.
  • Experience of advising management M&E standards and practice, resource requirements, and of co-ordinating across teams or groups.
  • Experience in running the gas maintenance programme.
  • Through knowledge of M&E practice and procedures, design and construction process, fee management, project programming and resource planning.
